This effort supports the transition from the current Resident Management System (RMS) to the new Construction Management Platform (CMP). Responses are due by April 30, 2026.
Purpose & Scope
This Sources Sought notice aims to gather information to determine industry capabilities and interest for a new requirement. The Government will use responses to assess suitability for a total or partial small business set-aside. The requirement is for contractor support services to provide enterprise-wide CMS User Training, managed by the Headquarters USACE Construction Management Innovation Office (CMIO) and Construction Management Technology Modernization Office (CM TMO).
The training will cover CMP navigation, effective logging of interactions, tracking action items, and utilizing applications from the CMP dashboard. It targets an estimated 25,000 USACE construction, support teams, and external users, delivered through instructor-led (in-person and virtual) sessions. The anticipated contract type is a firm fixed-price commercial service contract.
Performance Standards & Requirements
Key performance standards include a minimum 90% course completion rate, and minimum average satisfaction ratings of 3.5 out of 5.0 for both students and instructors. All learning modules must meet WCAG 2.1 AA standards for Section 508 compliance. Instructors must possess professional certifications in adult learning (e.g., CPTM, CPTD) and a minimum of 3 years of facilitation experience. The period of performance is anticipated from the Notice to Proceed (NTP) through March 31, 2028.
Submission Requirements
Interested sources must submit a completed questionnaire and a Statement of Qualifications (SOQ) detailing their capabilities. The SOQ should not exceed 15 pages (exclusive of table of contents or key personnel resumes). Submissions should include details on applicable GWAC vehicles, socioeconomic status (Small Business, 8(a), SDVOSB, WOSB/EDWOSB, HUBZone), and NAICS code 611420 (Computer Training). Feedback on the draft Performance Work Statement (PWS) is also requested. Submissions must be emailed to Mr. David A. Kaplan; phone calls will not be accepted.
