Submission Requirements
Interested sources must submit:
- A completed questionnaire (Attachment A02.10).
- A Statement of Qualifications (SOQ), not exceeding 15 pages (exclusive of table of contents or key personnel resumes).

Training Parameters
Training will be delivered via virtual and in-person methods, with specific session durations and instructor-to-student ratios for various categories including Leadership, Construction (CONUS/OCONUS), Project Management, Engineering, Familiarization, and External Contractors. The government will furnish training materials, AV equipment, and facilities for train-the-trainer sessions. The contractor will be responsible for instructor computers, software licenses, virtual training platforms, and AV equipment for virtual training.
