The U. S. Army Corps of Engineers, Galveston District Office requires a contract for Maintenance Dredging of the Gulf Intracoastal Waterway (GIWW), Across Aransas Bay in Aransas and Nueces Counties, Texas, Pipeline Dredging, Shallow Draft.
FULL DESCRIPTION OF THE PROJECT TO INCLUDE:
1. Pipeline Dredging - Schedule 1 work includes GIWW maintenance pipeline dredging 17 sections from sta 1143+000 to sta 1255+000. Estimated dredge volume of 1,850,000 cubic yards (CY). Placement areas are confined, beneficial use, and open water. Completion time is 180 Calendar days.
Option 1 work includes GIWW - Lydia Ann Channel maintenance pipeline dredging of one section from sta 1288+000 to sta 1292+000. Estimated dredge volume of 50,000 CY. Placement area is open water. If awarded an additional 20 calendar days will be added to contract completion time.
Option 2 work includes GIWW maintenance pipeline dredging of one section from sta 1326+000 to sta 1329+000. Estimated dredge volume of 121,000 CY.

2. Estimated production rate: 15,000 Cubic Yards/day
3. Estimated magnitude for this effort is estimated between $5,000,000.00 and $10,000,000.00.

5. SB Size Standard, $27.5M for dredging. To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern.

7. Bonding Requirements - The Contractor will be required to provide the Performance and Payment Bonds within (10) calendar days after award. The contractor shall begin work within (10) calendar days after acknowledgement of the Notice to Proceed.
8. Furnish pre-award documents within 2 working day after Bid Opening.
9. Completion Time for Schedule No. 1 for this project is estimated at 180 calendar days after acknowledgement of the Notice to Proceed; Option 1, 20 additional days after acknowledgement of the Notice to Proceed; Option 2, 20 additional days after acknowledgement of the Notice to Proceed. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in an amount to be determined for each calendar day of delay until the work is completed or accepted.
Prior Government contract work is not required for submitting a response under this sources sought synopsis.
The Solicitation issued will be Firm Fixed Price. This solicitation is subject to the availability of funds. The Solicitation is an UNRESTRICTED Procurement. The Solicitation will be issued on or about 25 Mar 2019. Response date on or about 30 Apr 2019.
