This is a combined synopsis/solicitation for a commercial service procurement to provide confidential assessment, counseling and referral services, supervisory training, and mental health education for approximately 1200 employees of the U.S. Army Corps of Engineers, New Orleans District (MVN). This announcement constitutes the only solicitation; no separate written solicitation will be issued.

• Confidential assessment, counseling, and referral services.

• Supervisory training and mental health education.

• Services to be provided to approximately 1200 employees of the U.S. Army Corps of Engineers, New Orleans District (MVN).

• Includes directed visits to sites in and around Baton Rouge, Lafayette, Vidalia, Morgan City, Lake Charles, and Venice.

• Professional counseling services for social, economic, and vocational health concerns, including but not limited to: alcohol and drug dependency, trauma, gambling, depression, grief, co-dependency, stress management, workplace violence, relationships, child/spousal abuse, and crisis intervention.

• Proactive engagement with employees and supervisors to build trust and assess training needs.

• Services for employees and their immediate family members (spouse, children, live-in parents) at no personal cost.

• Limited to no more than three (3) one-hour confidential counseling sessions per incident.

• Referral services for diagnosis, treatment, and assistance, including case monitoring and follow-up.

• On-site and off-site services, including transportation to and from offsite visits.

• Consultation, training, and assistance to work organization leadership.

• Private conversations with individuals for support and strategy development, including assessment for suicidal and/or homicidal risk.

• Large/Small Group Support Sessions on topics such as smoking cessation, parenting skills, depression, stress, anxiety/grief/loss, marital relations, work/life issues, financial matters, children/adolescents, anger, soft-skill competencies, alcohol/drugs, gambling, and suicide prevention.

• Educational in-services using various media, minimum quarterly.

• Assistance with drug prevention training and the District Drug Testing Program.

• Publication of weekly articles in the MVN newsletter.

• Maintenance of an EAP website with current content.

• Review of the Federal Employee Assistance Programs Guiding Principles, Framework, and Definitions (SEPT 2008).

• Assistance with onboarding the incoming contractor by the incumbent contractor.

• Contract Type: Firm-Fixed Price.

• Period of Performance: Base Year 1 MAY 2026 - 28 APR 2027, with five (5) option years.

• Estimated effective date: May 1, 2026.

• Period of performance not to exceed 5 years.

• Quotes are to be received via e-mail no later than 11:00 AM (local time) on 15 April 2026.

• E-mail submissions must be checked and determined to be "virus-free" prior to submission.

• Quotes must remain valid for 60 calendar days from the date of submission.

• Basis of Award: Lowest Priced Offeror(s).

• Offerors must quote on all items to be eligible for award.

• The Government will award one (1) contract to the responsible Offeror(s) whose offer conforms to ALL requirements.

• Discussions are not intended as part of the evaluation process unless determined to be in the Government's best interest.
