Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for historical support services for the Office of History, Headquarters, U.S. Army Corps of Engineers (CEHO). The contractor will support CEHO, all USACE organizations, the U.S. Army Engineer School history and museum staffs, and the Center of Military History.

The contractor shall provide personnel, management, supervision, and materials for historical support services. Key tasks include:

• Conducting primary and secondary research at designated repositories.
• Writing and reviewing historical essays, studies, or monographs.
• Providing graphic design, layout, and publication support for historical products.
• Offering editorial and indexing services.
• Performing archival support for analog and digital content (arrangement, conservation, description).
• Providing library cataloging and metadata services.
• Conserving and digitizing historical materials (photographs, documents, audio, film, digital data).
• Furnishing museum support (collection management, preservation, conservation, display production).
• Providing curatorial support (object inventories, preservation, labeling, catalog updates).
• Conceptualizing, designing, and fabricating historical and museum displays.
• Conducting, transcribing, and accessioning oral history interviews.
• Conducting archaeological research and preparing reports.

Services must meet professional quality standards. Specific performance objectives and elements are detailed in Section 3.0, including requirements for work plans, research, writing, editing, digitization, and exhibit development. Deliverables will be specified in individual Blanket Purchase Agreement (BPA) Calls and outlined in Contract Data Requirements Lists (CDRLs).

The Blanket Purchase Agreement (BPA) period of performance will not exceed 60 months. BPA Calls will not exceed 12 months past the BPA expiration. Much of the work is anticipated in the Washington metropolitan area (Alexandria, VA). Travel outside this area will be specified and reimbursed per BPA Call.

• Non-Personal Services: Contractor employees will not be supervised or have work schedules dictated by the Government.
• Security: Compliance with installation access, local security policies, and Personal Identity Verification (PIV) requirements is mandatory. An Operational Security (OPSEC) SOP/Plan and training are required.
• Personnel: Pre-screening candidates using E-Verify is required. Specific labor categories and qualifications are detailed in Appendix A.
• Quality Control: A Quality Control Plan (QCP) must be developed and maintained. The Government will monitor performance via a Quality Assurance Surveillance Plan (QASP).
