Purpose

This is a SOURCES SOUGHT announcement for market research and preliminary planning only. The UMSB seeks information from interested Small Business vendors under NAICS Code 541720 (Research and Development in the Social Sciences and Humanities) to inform a future solicitation for Historical Support Services. No quotes or proposals are being requested at this time, and this notice does not constitute a commitment by the Government.

Scope of Work

The anticipated services, as outlined in the draft Performance Work Statement (PWS), include:

  • Research & Writing: Primary/secondary research, historical essays, studies, monographs.
  • Publication Support: Graphic design, layout, editorial, indexing services.
  • Archival & Library: Archival support (arrangement, conservation, description), library cataloging, metadata services.
  • Conservation & Digitization: Historical materials (photos, documents, audio, film, digital data).
  • Museum & Curatorial: Collection management, preservation, conservation, display production, object inventories, artifact photography, display conceptualization/fabrication/installation.
  • Specialized Services: Oral history interviews (conducting, transcribing, accessioning), archaeological research and reporting.

Anticipated Contract Details

  • Contract Type: Anticipated Blanket Purchase Agreements (BPAs) for a master ordering vehicle.
  • Duration: BPAs not to exceed 60 months; individual BPA Calls not to exceed 12 months past master BPA expiration.
  • Set-Aside: Total Small Business Set-Aside (FAR 19.5).
  • Place of Performance: Primarily the Washington metropolitan area (District of Columbia, Maryland, Virginia), with potential for specified and reimbursed travel.

Submission Requirements

Interested Small Businesses are encouraged to submit a Capability Statement/Prospectus or other data outlining their experience and expertise. Submissions must include:

  • Organization name, location, and UEI code.
  • Socioeconomic Status.
  • Company's capability to perform work as described in the PWS, including examples of comparable work performed within the past 3 years (with descriptions, customer names, contacts, dollar values).
  • Resources/personnel available for the required work.
  • A completed questionnaire (Attachment 2).
  • Comments on the draft PWS. Please include your company's CAGE code and UEI number.
