Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for historical support services for the Office of History, Headquarters, U.S. Army Corps of Engineers (CEHO). The contractor will support CEHO, all USACE organizations, the history and museum staffs at the U.S. Army Engineer School, and the Center of Military History.

The contractor shall provide personnel, management, supervision, and materials for historical support services. Key tasks include:

• Conducting primary and secondary research at designated repositories.

• Writing and reviewing historical essays, studies, or monographs.

• Providing graphic design, layout, and publication support for historical products.

• Offering editorial and indexing services.

• Performing archival support for analog and digital content (arrangement, conservation, description).

• Providing library cataloging and metadata services.

• Conserving and digitizing historical materials (photographs, documents, audio, film, digital data).

• Furnishing museum support services (collection management, preservation, conservation, display production).

• Providing curatorial support (object inventories, preservation, labeling, photographing artifacts, updating catalog records).

• Conceptualizing, designing, fabricating, and installing historical and museum displays.

• Conducting, transcribing, and accessioning oral history interviews.

• Conducting archaeological research and preparing reports.

• Contractor shall host a BPA Call kickoff meeting within five business days of award.

• Draft work plan due within five business days after kickoff; final work plan due within five days of USACE comments.

• Deliverables will be specified in individual BPA Calls, with formats and schedules outlined in CDRLs.

• A Quality Control Plan (QCP) must be developed and maintained, accepted by the Government within 30 days of award.

• The Blanket Purchase Agreement (BPA) period of performance will not exceed 60 months.

• BPA Calls will not exceed 12 months past the expiration of the master BPA.

• Work is anticipated in the Washington metropolitan area (District of Columbia, Maryland, Virginia). Travel outside this area will be specified and reimbursed per Joint Travel Regulations.

• Services are non-personal; the Government will not supervise contractor employees.

• Contractor must manage business relations, contract administration, and personnel administration effectively.

• Subcontract management is the prime contractor's responsibility.

• Contractor personnel must possess appropriate education, training, and experience as defined in Appendix A (Labor Categories).

• Security requirements include compliance with installation access policies, development of an OPSEC SOP/Plan, and mandatory OPSEC training.

• Pre-screening candidates using the E-Verify Program is required.

• A Quality Assurance Surveillance Plan (QASP) will be used by the Government to monitor performance.

• Subcontracting Limitation: Confirmation of ability to complete at least 50% of services (FAR 52.219-14).
