USACE Rock Island District, Mississippi River Project Office Recreation Area Dumpster Service

Statement of Work (SOW) / Performance Work Statement (PWS)

The Mississippi River Project requires a project-wide dumpster contract to maintain sanitary conditions in its public recreation areas.

• Provide the required number of dumpsters for each recreation area listed in Appendix A.

• Provide pickup service for dumpsters between Monday – Friday, 8:00 am – 5:00 pm, according to the schedule in Appendix A for each area.

• Exact dumpster locations will be determined by the on-site Park Ranger or Project Staff.

• The contract includes one (1) Base Year (12 months) and four (4) 12-month option years.

• Base Year: May 1, 2026 - October 31, 2026

• Option Year I: May 1, 2027 - October 31, 2027

• Option Year II: May 1, 2028 - October 31, 2028

• Option Year III: May 1, 2029 - October 31, 2029

• Option Year IV: May 1, 2030 - October 31, 2030

• Services are to begin promptly after the award date, with exceptions for Clark’s Ferry and Shady Creek recreation areas, which will begin services in year two (2027).

• Invoicing: Monthly invoices to be submitted via email to michael.p.mckean@usace.army.mil. Must include company name and address exactly as registered in SAM.

• Security: All contract personnel must comply with DoD and Army security training requirements (e.g., AT Level I training), installation access guidelines, and Force Protection Condition (FPCON) measures. Background checks are required for personnel accessing federal facilities, submitted 14 days prior to site access. Identification badges are mandatory. Specific procedures apply for personnel changes and foreign national employees. E-Verify compliance is required.

• Bulger’s Hollow Recreation Area: 1 x 4 cubic yard dumpster, twice monthly pickup May 15 - Oct 15, starting May 1, 2026.
• Fisherman’s Corner North Campground and South Day Use Area: 1 x 8 cubic yard & 1 x 4 cubic yard dumpster at Campground; 1 x 4 cubic yard dumpster at Day Use Area. Weekly pickup for all, May 1 - Oct 31, starting May 1, 2026.
• Clark’s Ferry Recreation Area: 2 x 2 cubic yard dumpsters, weekly pickup May 1 - Oct 31, starting May 1, 2027.
• Shady Creek Recreation Area: 1 x 6 cubic yard, 2 x 4 cubic yard, & 1 x 2 cubic yard dumpster. Weekly pickup May 1 - Oct 31, starting May 1, 2027.
• Andalusia Slough Recreation Area: 1 x 2 cubic yard dumpster, weekly pickup May 1 - Oct 31, starting May 1, 2026.
• Blanchard Island Recreation Area: 1 x 2 cubic yard dumpster, twice monthly pickup May 15 - Oct 15, starting May 1, 2026.
