This is a combined synopsis/solicitation for commercial items to procure venue space for the U.S. Army Corps of Engineers (USACE) Commanding General's Senior Leaders Forum (U-SLrF). The event is scheduled for May 27-28, 2026, with mobilization/set-up on May 26, 2026, and demobilization/tear-down on May 29, 2026.

• Plenary Meeting Space: Accommodate an estimated 180 (maximum 200) people from May 26-29, 2026, configured with 10-person table rounds for adult learning.

• Breakout Rooms: Up to four breakout rooms needed from May 27-28, 2026, to accommodate groups of 6-10, 10-20, and 20+ people.

• Audio/Visual Equipment: Potential for USACE to ship A/V equipment for arrival on the afternoon of May 25, 2026.

• Performance Work Statement (PWS): Detailed requirements are in the attached PWS.

• Contract Type: Awarded on the basis of lowest price technically acceptable.

• Period of Performance: May 25, 2026, through May 29, 2026.

• Place of Performance: Contractor's facility (hotel).

• Offer Submission: Must be emailed to the Points of Contact by 2:00 PM ET on May 7, 2026.

• Evaluation Basis: Lowest price quote that meets technical requirements and is fair and reasonable.

• Required Documents: Offer using CLIN structure, technical description of services, and statement of agreement with terms and conditions.

• Questions Due Date: May 4, 2026, at 2:00 PM ET.

• Set-Aside: 100% SMALL BUSINESS SET-ASIDE.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide venue space and related services for the U.S. Army Corps of Engineers (USACE) Senior Leaders Forum (U-SLrF) from May 25-29, 2026.

• Plenary Venue Space: A large, clean meeting space for 180-200 attendees, preferably in a banquet style (10-person table rounds) with a stage and podium area. A classroom configuration is acceptable but less preferred. Includes set-up, tear-down, table linens, and stanchions.

• Breakout Rooms: Up to four breakout rooms to accommodate smaller group meetings (6-10, 10-20, 20+ people) during May 27-28, 2026.

• Personnel & Equipment: Vendor to provide all necessary personnel, equipment, supplies, facilities, tools, materials, and supervision.

• Government Furnished Equipment (GFE): Vendor must accommodate USACE-provided Audio/Visual (A/V) and Information Technology (IT) equipment, including potential shipping and storage.

• Wi-Fi: Vendor to provide access to public Wi-Fi or options for Wi-Fi services.

• Shipping & Storage: Loading dock access and storage for government-shipped equipment.

• Physical Security: Overnight security for rooms containing USACE equipment.

• Facility Access: Defined access times for set-up, event days, and tear-down.

• Food & Beverage (F&B): Vendor options include allowing personal F&B, a pay-as-you-go system for attendees, or a contract option for non-local attendees. USACE preference is for attendees to bring their own or use a pay-as-you-go system.

• Parking: Option to reserve limited spaces for senior leaders, including those for large vehicles.

• Lodging: If the vendor is a hotel, the ability to offer rooms at the US Government per diem rate.

• Venue must be clean and in good repair.

• Services must be provided to support the estimated number of attendees.

• Security measures to prevent pilferage of GFE.

• Delivery of food and water must meet sanitary and temperature requirements.

• Period: May 25-29, 2026 (inclusive of set-up, event, and tear-down).

• Place: Primarily Washington D.C. metro area, within specific mileage radii of DCA and IAD airports, ideally near WMATA stops.

• Employment Eligibility: Compliance with FAR clause 52.222-54 (E-Verify Program).

• Security: Compliance with specific clauses regarding the security of food and water deliveries if F&B is not severable.

This document is Attachment C, a Pricing Schedule, for the opportunity. Bidders should use this schedule to provide their pricing for the services outlined in the Performance Work Statement (PWS).

• CLIN 0001: Meeting Space Rental and Event Support (includes main room and four breakout rooms).
• CLIN 0002: Audio/visual Equipment (if applicable).
• CLIN 0003: Food and Beverage Service (if applicable).
• CLIN 000X: Any additional necessary line items.
• Each CLIN has a Quantity of 1 and Unit of Measure 'Job'.
• Fields for Unit Price and Extended Price are provided for each CLIN.
• A Total Price field is included.

This pricing schedule is critical for bidders to complete their proposals. It outlines the specific cost categories for which pricing is required and serves as the basis for the government's cost evaluation. Bidders must accurately fill in the Unit Price and Extended Price for each CLIN to reflect their proposed costs for meeting space rental, event support, and any applicable A/V or food/beverage services as detailed in the PWS.
