Quick Summary

The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), is conducting market research via a Sources Sought Notice for Design-Bid-Build (DBB) construction services for erosion control and levee strengthening along the North bank of the Lower American River (LAR) in Sacramento, CA. This project, designated "LAR C3B North," is anticipated to be a firm-fixed-price contract with an estimated value between $45 million and $60 million. Responses are due by April 27, 2026.

Scope of Work

  • Installation of soil-filled rock slope protection on the waterside levee face and riverbank.
  • Soil and rock placement for river toe protection and planting bench features.
  • Instream wood structure placement on planting benches.
  • Construction of buried launchable trench features in the overbank.
  • Tie-in of erosion protection elements to existing rock revetment features.
  • Providing temporary erosion control for stabilization of disturbed soil areas.
  • Import and placement of riprap. Vegetation clearing may be performed under a separate contract.

Set-Aside & Participation

This is a Sources Sought notice. The Government will determine if a small business set-aside is appropriate based on market research, requiring at least two capable small businesses at fair market prices. If set aside, FAR 52.219-14 (25% self-performance) will apply. Both small and other than small businesses are encouraged to submit capability statements.

Submission Requirements

Interested contractors should submit a capability statement, limited to 14 pages, by the deadline. It must include:

  1. Company information (name, UEID/EIN, address, POC, union/non-union status).
  2. Experience (at least three comparable projects within the last six years, detailing scope, self-performance/subcontractor management, customer satisfaction, timeliness, dollar value, PLA use, and challenges).
  3. Business size and socioeconomic type.
  4. Bonding capability (Surety letter).
  5. A completed Project Labor Agreement (PLA) Survey (attached as "A02 - SSN PLA Survey - 26S0014 - 20260401.pdf"). This survey helps the Government determine if a PLA will apply, as projects over $35M typically require one per EO 14063.
