Scope of Work
The anticipated work involves constructing launchable rock toe, launchable trench, bank protection, and tie-backs along approximately 1.5 miles of the river's left bank (Site 4-1), extending from Watt Avenue upstream to near Mayhew Drain. Key tasks include excavating, placing, and regrading material; installing soil-filled rock slope protection; constructing river toe protection and planting benches with instream wood structures; building buried launchable trench features; tying into existing rock revetment; providing temporary erosion control; and importing/placing riprap. Vegetation clearing may occur under a separate contract. Draft plans and specifications are attached for informational purposes.
Project Details & Timeline
The project is estimated to be constructed within 760 calendar days from the Notice to Proceed, with completion anticipated in late Spring through Fall 2027 and 2028. In-water work is expected to be limited to July through October. The potential requirement falls under NAICS 237990 (Other Heavy and Civil Engineering Construction), with a small business size standard of $45,500,000. The Product Service Code is Y1PZ (Construction of Other Non-Building Facilities).
Contract & Set-Aside
This is a Sources Sought notice for market research only; no solicitation is currently available. The Government will use responses to determine potential acquisition strategies, including whether to set aside the requirement for small businesses. If set aside, general construction small business contractors must self-perform at least 25% of the contract cost, excluding materials, per FAR 52.219-14. Both small and other than small businesses are encouraged to submit capability statements.
Submission Requirements
Interested contractors with relevant capabilities and bonding capacity are invited to submit a capability statement, limited to 14 pages. Submissions must include:
- Company information (name, SAM UEID/EIN, address, POC, union/non-union status).
- Experience with at least three comparable projects within the last six years, detailing scope, self-performance/subcontractor management, customer satisfaction, timeliness, dollar value, PLA use, and challenges.
- Business size and socioeconomic type.
- Bonding capability (Surety letter).
- A completed Project Labor Agreement (PLA) Survey (attached), as PLAs are mandated for large-scale federal construction projects over $35,000,000.
