This solicitation is for specialized transportation services for the United States Air Force Band to move approximately 10-15 pallets of mission-essential equipment, including musical instruments, audio/visual equipment, luggage, and uniforms, from Joint Base Anacostia-Bolling (JBAB) to Oslo Spektrum Arena, Norway, and back. The estimated value of the shipment is $350,000.

• Shipment: Approximately 6,500 lbs of equipment.

• Origin: Joint Base Anacostia-Bolling (JBAB), Washington, D.C.

• Destination: Oslo Spektrum Arena, Norway.

• Services: Full logistics management, including packing, shipping, customs, and on-site support for assembly of pallets (vendor provides materials, USAF Band unpacks).

• Climate Control: Shipment must be climate-controlled.

• Insurance: Vendor must carry full insurance for the total shipment value and be financially responsible for any damaged or lost items.

• Compliance: ATA Carnet documentation and ISPM 15 compliance for wood packing materials are required.

• Contract Type: Firm Fixed Price.

• Period of Performance: August 21, 2026 - September 26, 2026.

• Estimated Value: $350,000 (for shipment contents).

• Offer Due Date: May 21, 2026, 05:00 PM.

• Evaluation Criteria: Award will be based upon the lowest price technically acceptable.

• This acquisition is UNRESTRICTED.

• The attached Performance Work Statement (PWS) provides detailed requirements.

• Key dates include pickup at JBAB (Aug 21-24, 2026), delivery to Oslo (by Aug 29, 2026), pickup from Oslo (Sep 12, 2026), and final delivery to JBAB (Sep 26, 2026).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide shipping services for United States Air Force (USAF) Band mission-essential equipment from Joint Base Anacostia-Bolling (JBAB) to Oslo Spektrum Arena, Oslo, Norway, for the Norway Military Tattoo, and its subsequent return.

• The vendor will provide all necessary services, materials, supplies, and equipment for the shipment.

• This includes shipping approximately 6,500 lbs of musical instruments, audio/visual equipment, luggage, and uniforms, valued at approximately $350,000.

• The vendor is responsible for coordinating all logistics, including customs, ATA Carnet documentation, and ISPM 15 compliance for wood packaging.

• The vendor will assemble pallets at origin and destination under USAF Band supervision.

• Pallets will be unpacked by the USAF Band at the destination.

• Origin: Joint Base Anacostia-Bolling, Washington, D.C.

• Destination: Oslo Spektrum Arena, Oslo, Norway

• Outbound Shipment: Arrive in Oslo between August 26-29, 2026.

• Return Shipment: Pick up on September 12, 2026, and deliver to JBAB no later than September 26, 2026.

• Shipments must be climate-controlled and protected from extreme temperature fluctuations.

• All timelines must be strictly adhered to; avoiding delays is paramount.

• The vendor assumes responsibility for all damages to materials and equipment during the packing process and transit.

• Insurance: Vendor must carry full insurance coverage for the total shipment value and will be financially responsible for the replacement of any damaged or lost items.

• Customs: Vendor is responsible for all customs requirements, including ATA Carnet documentation.

• Materials: Vendor will provide all shipping materials (pallets, wrap, tape).

• Loading: Two loading dock bays are available; a lift gate truck is not required.
