Purpose & Scope
AFLCMC/ROU seeks to expand its listing of COTS boots for the AF StF registry. The RFI will help determine the acquisition strategy (e.g., full and open, small business set-aside, or sole-source). Respondents should demonstrate expertise, capabilities, and experience with StF boot requirements.
Key Requirements & Technical Details
AF StF boots must meet stringent criteria, including:
- Dimensions: Max length 16 inches, height 11.5 inches, width 5.5 inches. Specific height requirements for male (10 ± ½ inches) and female (9-¾ ± ½ inches) boots.
- Colors: Primarily Coyote (498), Legacy Sage Green (1641), Desert Tan (499), or Black.
- Construction: Acceptable methods include Sidewall, Cup, Direct Molded System (DMS), Welt, Stitch-down, and Injected molded.
- Performance:
- Flame Resistance: NFPA 1971 (2007 Edition) requirements.
- Heat Resistance: Upper and sole heat resistance per NFPA 1971 (2007 Edition).
- Water Resistance: Tested per AATCC 127.
- Safety Toe: Steel or composite options allowed, complying with ASTM F2412 and F2413 (Impact I/75, Compression C/75, Electrical Hazard EH).
- Temperature Ranges: Specific requirements for Hot weather (>70°F), Temperate Weather (≥32°F to 70°F), and Cold/Extreme Cold weather (-20°F to 32°F, or below), referencing various Purchase Descriptions (PDs) and MILSPECs.
- Slip Resistance: Cold weather boots may require slip testing per SATRA Method TM 144, with specified Coefficient of Friction (CoF) values.
