Quick Summary

The Department of the Air Force (AFLCMC/ROU) is conducting a Request for Information (RFI) for its USAF Safe-to-Fly (StF) Glove Program. This market assessment aims to identify potential sources and companies with expertise in Commercial Off-the-Shelf (COTS) gloves suitable for Air Force aircrew. The goal is to expand the listing of StF gloves available to the USAF. Responses are due June 16, 2026, by 12:00 PM EST.

Scope of Interest

The Air Force is seeking information on gloves that meet specific Safe-to-Fly (StF) certification requirements. Key technical criteria include:

  • Flame Resistance (FR): Must comply with ASTM D6413.
  • Touchscreen Capability: Required for operating electronic flight bag devices and smartphones.
  • Water Resistance: Tested in accordance with AATCC 127.
  • Colorfastness: Tested per AATCC-8, AATCC-62, and ASTM-D-6012.
  • Temperature Ranges: Interest in gloves for Hot, Temperate, Intermediate Cold/Wet, Cold, and Extreme Cold weather conditions, adhering to specified MILSPEC/PDs.
  • Insulation: Vendors must state insulation type/amount and report 'clo' value (ASTM C518). Whole glove 'clo' testing (ASTM F1291) may be conducted.
  • Berry Amendment Compliance: Manufacturers must identify if their glove model/style meets 10 U.S.C 2533a criteria. Only compliant or waivered materials will be considered. The ROU process for StF glove certification involves vendor submission of data and samples, review against StF requirements, and a three-year approval period with recertification options.

Acquisition Strategy & Set-Aside

This RFI is solely for information and planning purposes. Market research results will assist the Air Force in determining the acquisition strategy, which could include full and open competition, a small business set-aside, or a sole-source acquisition. Small Businesses are highly encouraged to provide responses to help assess competition levels. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP).
