Quick Summary
The Department of Defense (U.S. Air Force AFLCMC) has issued a Request for Information (RFI) for a Wide Area Network (WAN). This RFI seeks industry capabilities to establish a WAN connecting 50 or more government and commercial facilities, providing Layer 2 and Layer 3 transport services with varying Service Level Agreements (SLAs). The selected integrator will be responsible for procuring, integrating, operating, maintaining, and managing the network and its endpoints. Responses are due May 21, 2026, at 16:00 EST.
Scope of Work
The requirement is for a comprehensive WAN solution supporting up to 100 Gbps, IPsec, and MACsec. Key aspects include:
- Network Transport: Procuring diverse and redundant circuits (1 Gbps, 10 Gbps, 100 Gbps) for identified CONUS and OCONUS sites, including installation coordination and site surveys. Integration with non-traditional architectures and non-terrestrial options.
- Performance & QoS: Meeting specific SLAs such as 99.99% availability, 4-hour Time to Restore/MTTR, and approximately 9000-byte MTU.
- Operations: Establishing a 24/7 Network Operations Center (NOC) for monitoring, control, configuration, and management, providing reports and dashboards.
- Compliance: Ensuring the WAN core is MACsec capable and compliant with NSA directives and USG policy, including obtaining an Authorization to Operate (ATO).
- Support: Ensuring WAN scalability and implementing a robust change management process.
- Deliverables: Monthly Status Reports, Schedule updates, Technical Data Package (TDP), Contractor Funds Status Report, GFE reports, and CDRLs for dashboards. The Government desires Unlimited Rights for all deliverables.

Submission & Evaluation
Interested parties should submit a white paper via email to taylor.wilson.6@us.af.mil. The white paper must include Section 1 for administrative information (company details, recommended contracting strategy, business type) and Section 2 (limited to 10 pages) to answer specific questions. This RFI is for information and planning purposes only and does not constitute a Request for Proposal (RFP). The Government may use non-government advisors to assist in review and technical analysis.
Additional Notes
This RFI does not commit the Government to a future contract, and all costs associated with responding are at the interested party's expense. Not responding does not preclude participation in any future RFP. The Government will provide necessary classified and unclassified systems and Common Access Cards (CACs) for appropriate personnel, and the contractor will manage the lifecycle of Government Furnished Equipment (GFE). Proprietary information should be minimized and clearly marked.
