This document outlines the "Salient Characteristics" for a chemical compound database. It details the essential features and content requirements for a database that the government intends to procure or utilize.

• Database Activity: Must be currently active, updated daily, and meet American Chemical Society (ACS) Accreditation Standards.
• Comprehensive Information: Must cover organic and inorganic substances, DNA and protein sequences, experimental and predicted properties, spectral data (1H and 13C NMR, mass spectra), bioactivity, regulatory information, patent information, and reactions.
• Content Sources: Information should be sourced from reputable journals, web sources, patents (USPTO, EPO, JPO, WIPO), and include content from the Medline database.
• Searchability: Must be searchable by molecule, name, CAS registry number, or structure/substructure using a chemical structure editor.
• Data Volume: Requires over 50 million references, 150+ million organic and inorganic substances, 120+ million reaction and synthetic preparation data, and 1+ million searchable Markush representations.
• Specific Data Points: Must include detailed reaction conditions, pricing and availability for commercially available chemicals, and regulatory information on over 350,000 chemical substances.

This document defines the critical technical requirements for a chemical compound database. Bidders responding to a related solicitation must ensure their proposed solution or existing capabilities meet all these specified salient characteristics. It directly informs the technical proposal and evaluation criteria for any opportunity requiring such a database.

Solicitation / RFP / RFQ

This is a combined synopsis and solicitation for a commercial item to procure one Chemical Compound Database for the U.S. Air Force Academy (USAFA). The government intends to award a firm-fixed-price contract to a vendor or authorized reseller.

• The core requirement is the purchase of a Chemical Compound Database.

• Salient characteristics for the database are detailed in Attachment 1.

• Delivery is required electronically.

• The contract will be firm-fixed-price (FFP).

• Period of Performance (PoP) includes a 12-month base year and four 12-month option years.

  • Base Year: 8 Feb 2026 - 7 Feb 2027
  • Option Year 1: 8 Feb 2027 - 7 Feb 2028
  • Option Year 2: 8 Feb 2028 - 7 Feb 2029
  • Option Year 3: 8 Feb 2029 - 7 Feb 2030
  • Option Year 4: 8 Feb 2030 - 7 Feb 2031

• Quotes must be submitted via email to the 10th Contracting Squadron by 10:00 A.M. Mountain Standard Time (MST) on 22 Jan 26.

• Late submissions will not be considered unless received before award and accepted by the Contracting Officer.

• .zip files are not an acceptable format.

• Quotes must include:

  • Solicitation number, contact information, CAGE code, UEI number, business size, and warranty information.
  • A written statement confirming incorporation of all amendments.
  • A price quote on company letterhead, including unit prices, extended amounts, and total price.
  • Delivery terms, schedule, discounts, and payment terms.
  • Country and tariff percentage rate if applicable.
  • Descriptive literature meeting salient characteristics (Attachment 1).
  • Written documentation of authorized reseller status if not the manufacturer.
  • Completed FAR 52.212-3 (Deviation 2025-00003 and 2025-00004).

• Evaluation will be based on price and technical capability, using a best-value approach.

• Quotes must be complete; incomplete quotes may be considered non-responsive.

• NAICS Code: 513210 Software Publishers, size standard $47 Million.

• PSC Code: 7A21 - IT and Telecom - Business Application Software (Perpetual License Software).

• Quoters must be registered in the System for Award Management (SAM) at the time of quotation submission and award.

• Funds are not presently available; the government reserves the right to cancel the solicitation.

• The government bears no legal liability for costs associated with preparing a quote.

• No interchanges with offerors are planned, but the government reserves the right to conduct them.

• Requests for clarification must be submitted via email by 2:00 PM MST on 20 Jan 26.

• Answers will be posted electronically on SAM.gov.

• Attachment 2 contains relevant Provisions and Clauses.
