  1. Factor 1 - Technical: A written response (not to exceed 2 pages) addressing a questionnaire on handling guest disturbances and security rounds, plus a resume detailing relevant experience. No pricing information should be included.
  2. Factor 2 - Past Performance: Information for up to three similar contracts completed within the last 10 years, including facility name, period of performance, work description, and a point of contact.
  3. Factor 3 - Price: A completed Attachment 2 - Pricing Schedule Worksheet, providing firm-fixed-prices (rounded to the nearest whole number) for the base year and each option year.

Evaluation Factors

Award will be made to the responsible offeror whose quote provides the best value to the Government. A comparative evaluation will assess Technical merit, Past Performance, and Price. The Government reserves the right to award to a higher-priced offeror if their additional technical merit or superior past performance is deemed to outweigh the price difference.

Special Considerations

Personnel must be at least 18 years old, pass a local background check and drug test, maintain CPR/First Aid certifications, and hold a valid driver's license. Physical capability for duties over uneven terrain and in various weather conditions is essential. Contractors must comply with numerous NAF standard clauses, including prohibitions on certain technologies (e.g., Kaspersky, ByteDance apps), cyber incident reporting, labor standards, and Buy American Act requirements.
