Amendment / Modification

• Amendment 0002 cancels Solicitation FA700026Q0031 in its entirety.

• The Government determined that the current specifications do not accurately reflect the requirement.

• All quotes received to date have been rejected.

• The entire solicitation is cancelled.

• This amendment effectively cancels the solicitation, meaning no further submissions are required or accepted under the original terms. All previously submitted quotes are rejected.

Amendment / Modification

This amendment modifies the solicitation FA700026Q0031 as follows:

• Adds Paragraph 5.2, "Submission of Questions," to the Combined Synopsis/Solicitation.

• Extends the offer or quote submission deadline from May 5, 2026, to May 8, 2026.

• Section 5.2 (Submission of Questions) is added.

• The offer/quote submission deadline in Section 5.3 is extended.

• The deadline for submitting questions has been established.

• The deadline for submitting offers or quotes has been extended to May 8, 2026.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to procure and install two (2) secure parachute storage racks for the 94th Flying Training Squadron (FTS) at the United States Air Force Academy, CO. The contractor will provide all necessary products, materials, equipment, labor, shipping, freight, and tools to fabricate, deliver, and install the system.

• Cantilever Storage Racks (CLIN 0001): Two (2) stationary, free-standing racks, each 10' W x 94" H x 21" D, constructed of industrial-grade steel with a gray, glossy finish. Must support fully loaded parachute systems.

• Adjustable Parachute Arms (CLIN 0002): Fifty-two (52) arms designed for individual parachute bags, with rounded edges to prevent snagging. Arms must be independently adjustable and capable of supporting one fully packed parachute system.

• Security Shutter (CLIN 0003): One (1) heavy-duty, roll-up shutter, minimum 20 feet (240 inches) wide, with an integrated keyed-alike cam lock system. Constructed from durable materials like steel or heavy-gauge aluminum.

• Installation Services (CLIN 0004): Nonpersonal professional installation services, including assembly, wall anchoring, and debris removal.

• Freight/Shipping (CLIN 0005): FOB Destination.

• Contract Type: Firm-Fixed Price.

• Period of Performance: Delivery and installation no later than 90 days after contract award.

• Place of Performance: United States Air Force Academy, 94th Flying Training Squadron, USAF Academy AFB, CO 80840.

• Submission Deadline: May 5, 2026, at 2:00 PM MDT.

• Quote Contents: Single PDF attachment including: Price (Section 2.0), Technical Approach (confirmation of SOW compliance, product information, installation narrative), and Administrative (company info, representations/certifications).

• Evaluation Criteria: Award will be based on a trade-off process, considering Technical Capability (most important), Past Performance, and Price. Technical and Past Performance combined are significantly more important than price.

• Set-Aside: 100% Small Business Set-Aside.

• NAICS Code: 337215 – Showcase, Partition, Shelving, and Locker Manufacturing (Size Standard: 1000 Employees).

• This announcement constitutes the only solicitation; a written solicitation will not be issued.

• Attachments include a Statement of Work (SOW) and Pictures of Existing Area.
