Performance Work Statement (PWS)

To provide occupational and environmental program support to the United States Air Force (USAF) Major Commands (MAJCOMs) by performing analytical testing of drinking water or raw water samples. This effort supports risk assessments related to OSHA, EPA's Safe Drinking Water Act (SDWA), Clean Water Act (CWA), and Resource Conservation and Recovery Act (RCRA).

• Provide all personnel, equipment, tools, materials, and supervision for analytical testing.

• Conduct testing for organic, inorganic, conventional, general chemical, and radio-analytical parameters.

• Manage sample receiving, storage, analysis, and disposal.

• Implement and maintain Quality Control (QC) and Chain-of-Custody (COC) procedures.

• Submit analytical reports adhering to ISO17025:2017 standards.

• Analyze samples from CONUS and OCONUS locations.

• Provide sample containers, shipping materials, preservatives, and labels.

• Comply with all applicable shipping regulations (DoT, IATA).

• Perform analyses using EPA-approved methods, preferably the most recently published.

• Verify preservation, temperature, and hold time requirements are met.

• Provide Level II/III QA/QC data packages upon request.

• Laboratories must be EPA certified and preferably accredited by a recognized body meeting ISO/IEC17025 standards.

• Routine analyses to be performed within 15 working days of receipt of the Official BPA Call.

• Rush analyses may be requested and provided.

• Reports must adhere to ISO/IEC17025:2017 reporting requirements.

• Electronic Data Deliverables (EDDs) required within 15 working days following receipt of an Official Call Order.

• Revised reports/EDDs must be provided within ten working days if inaccuracies are found.

• Period of Performance (PoP): Five (5) years from award of agreement.

• Samples may originate from various world-wide locations in and around USAF and DoD installations.

• Subcontracting requires prior approval from USAFSAM.

• Contractor is responsible for outbound shipments and return of USAF-owned equipment.

• Inbound shipping charges are the responsibility of the USAF.

• Contractor must contact USAFSAM/OEA for service and submission-related matters.

• Unauthorized contact with individuals from USAF and DoD installations is prohibited.

• Contractor is responsible for disposal of unused samples at no cost to the Government.

• Call sheet paperwork within 2 working days of sample receipt.

• Final laboratory reports within 15 working days for routine analyses.

• Electronic Data Deliverables (EDDs) in a specified Excel format.

• Revised reports and EDDs as needed.
