Statement of Work (SOW) / Performance Work Statement (PWS)

To provide onsite Quality Assurance (QA) support services for the procurement and installation of Utility Monitoring and Controls / Building Automation Systems / Electronic Security Systems (UMCS / BAS / ESS) at the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) in Ft. Detrick, Maryland.

• Furnish management, labor, supervision, training, equipment, and materials for QA support.

• Evaluate schedules, review documentation, and coordinate daily with facility staff.

• Perform field surveys, ensure compliance with codes (NFPA, BMBL, AAALAC, CDC), and implement safety policies.

• Provide oral weekly reports on project status and coordinate with laboratory staff on projects and utility outages.

• Support procurement and installation projects, primarily for USAMRIID Building 8100.

• Ensure conformance with applicable codes and standards.

• Provide timely coordination and reporting.

• Maintain a staff fill rate of 95% or greater.

• Submit monthly progress reports and staffing reports.

• Develop and submit a Quality Control Plan within 10 business days of award.

• Base Period: 12 months.

• Option Period: One (1) 12-month option period.

• Primary Place of Performance: USAMRIID, Ft. Detrick, Building 8100.

• Additional work may be performed at other sites within the local commuting area.

• Contractor employees must possess a minimum SECRET security clearance at the time of award and maintain it throughout the contract.

• Compliance with DoD 8570.1M, Information Assurance (IA) requirements.

• Adherence to safety requirements, including OSHA standards and EM 385-1-1.

• Personnel must be current U.S. citizens.

• Contractor must not perform inherently governmental functions.

• Specific training requirements include AT Level I, Cyber Awareness, and others as applicable.

• Common Access Card (CAC) required for access.

Request for Information (RFI)

This RFI is issued by the U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville, on behalf of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) at Ft. Detrick, Maryland. The purpose is to conduct market research to identify 8(a) Alaskan Native Corporations (ANC), Indian tribes, or Native Hawaiian Organizations with the technical capabilities to provide Quality Assurance (QA) support services. This support is for Procurement and Installation of Utility Monitoring and Controls / Building Automation Systems / Electronic Security Systems (UMCS/BAS/ESS) at USAMRIID.

The contractor shall perform onsite QA support services, including but not limited to:

• Evaluating schedules
• Monitoring work performance quality
• Providing safety oversight
• Assessing coordination effectiveness
• Performing documentation reviews
• Conducting QA duties as identified by USAMRIID facilities staff for all operations, repair, and maintenance work.

The contractor must ensure conformance with relevant codes and standards, including NFPA, BMBL, AAALAC, and CDC biosafety and biosecurity standards.
