Opportunity Overview
This solicitation seeks administrative support services to operate DEERS/RAPIDS workstations and issue Common Access Cards (CACs) and other DoD identification cards to eligible recipients at USARC Identification Card Offices. The services will be performed at 32-39 designated facilities across the Continental United States, Puerto Rico, American Samoa, and Saipan.
Scope of Work
The contractor will be responsible for providing personnel, equipment, supplies, and supervision for comprehensive DEERS/RAPIDS support. Key tasks include:
- Accountability, control, verification, and issuance of ID and CAC cards.
- Timely and accurate updates to the Defense Enrollment Eligibility Reporting System (DEERS) and Real-Time Automated Identification System (RAPIDS).
- Development of customer service handouts, site rosters, and site management manuals.
- Providing accurate and timely Weekly and Monthly Reports.
- Maintaining Site Standard Operating Procedures (SOPs) and Continuity Books.
- Ensuring employee training and certifications, including RAPIDS-specific training.
- Operating and maintaining DEERS/RAPIDS systems and workstations, and managing CAC card stock.
- Filling vacancies within 21 days and maintaining minimum productive hours.
- Compliance with regulatory guidance for ID/CAC cards and security requirements.
Contract Details
- Contract Type: Firm Fixed Price (FFP).
- Set-Aside: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB).
- NAICS Code: 561110 (Office Administrative Services) with a $12.5M size standard.
- Period of Performance: A 30-day phase-in period (July 6 - August 5, 2026), an 11-month base year (August 6, 2026 - July 5, 2027), followed by four 12-month option years.
- Key Deliverables: Include a Quality Control Plan (QCP), OPSEC Plan, Deliverable Schedule, Training Requirements, CTIP Compliance Plan, Key Personnel Designation, Weekly/Monthly Reports, and CACMAT Assessment Reports.
