Performance Work Statement (PWS)

To provide non-personal services for up to two Faculty Instructors and Evaluators for the U.S. Army War College (USAWC) Department of Distance Education (DDE) First Year Studies Program.

• Provide instruction, evaluation, monitoring, and advising for USAWC Distance Education Program (DEP) students in five online core courses, a comprehensive exam, and two resident courses.

• Tasks include: providing feedback during online orientation, instructing and evaluating students in core courses, evaluating written submissions (papers, essays), evaluating forum and journal participation, providing in-residence instruction during the First and Second Resident Courses, and preparing Academic Evaluation Reports (AERs).

• May include development, instruction, and evaluation of regional studies, electives, and experiential learning activities.

• Contractors must analyze course objectives, incorporate guidance from DDE leadership, and maintain currency with professional military education requirements.

• Evaluations for core courses, written requirements, forums, and journals are due within 10 calendar days after the conclusion of the course or submission date.

• Contractor personnel must respond to student calls and emails within 24 hours.

• Specific quality assurance surveillance plans (QASP) and performance requirements summaries (PRS) are detailed in Technical Exhibit A.

• The contract covers the USAWC DEP, spanning two academic years.

• Work is performed at USAWC, Carlisle Barracks, PA, and potentially remotely.

• Travel to Washington, DC and Gettysburg, PA may be required for resident courses and staff rides.

• Personnel Qualifications: Minimum requirements include Senior Service College diploma, Joint Professional Military Education Phase II qualification, a Master's degree in a relevant discipline, at least 5 years of teaching experience at a Senior Service College or accredited graduate institution, and relevant technology expertise (LMS, Microsoft 365, AI tools).

• Security: Compliance with installation access, background checks, and Common Access Card (CAC) requirements is mandatory.

• Training: Contractors must complete Anti-Terrorism (AT) Level I, iWATCH, OPSEC Level I, Information Assurance (IA), and PII training, with annual refreshers.

• Government Property: Contractors must use Government-provided LMS, user accounts, email, and facilities. Contractors must provide their own Windows-compliant laptops.

• Deliverables: Key deliverables include personnel data for CAC cards, Contract Manager and Alternate names, and various training certificates.
