Quick Summary

The U.S. Bureau of Reclamation (USBR), supported by the U.S. Army Corps of Engineers (USACE) Caribbean District, is hosting a two-day Industry Outreach Event on June 11-12, 2026, for the Patillas Dam Seismic Retrofit Project in Puerto Rico. This Special Notice aims to engage engineering firms, contractors, and technical specialists to discuss design updates and prepare for future acquisition planning. This is not a solicitation; funds are not currently available.

Project Overview

The Patillas Dam Seismic Retrofit Project involves strengthening the historic Patillas Dam, completed in 1914, to address seismic vulnerabilities and ensure the reliability of municipal water supply and power generation. Key components include:

  • Construction of a large earthen overlay berm (approx. 600,000 cubic yards) with engineered drainage systems.
  • Installation of temporary and permanent instrumentation (inclinometers, piezometers, pressure transducers).
  • Extension of the outlet works, requiring a diver-installed bulkhead and high-resolution 3D scans.
  • Demolition and replacement of existing discharge and conveyance features, including the outlet works conduit, forebays, and an abandoned power generating building.
  • Construction of a new 54-inch concrete-encased steel conduit with a 36-inch bifurcation.
  • Reconstruction within an existing horseshoe tunnel, followed by backfill with controlled low strength material (CLSM).
  • Construction of two new concrete control buildings.
  • Implementation of a contractor-designed temporary bypass system to maintain uninterrupted canal deliveries.

Outreach Event Details

The event schedule is as follows:

  • June 11, 2026 (9:00 a.m. - Noon): Project Presentation & Industry Input Session at the USACE Caribbean District offices in San Juan, PR (Fundacion Ángel Ramos, Annex Building, Ste. 202, Avenida Franklin D. Roosevelt #383, San Juan, PR 00918). Registration begins at 9:00 a.m.
  • June 12, 2026 (9:00 a.m. - Noon): Guided site visit to the Patillas Dam. Vehicles will depart from Estadio Municipal Gaspar Cochran, Patillas, Puerto Rico.

Purpose & Importance

This outreach event facilitates early coordination with industry, allowing interested companies to better understand the project's technical requirements, including seismic retrofit measures, outlet works reconstruction, and complex construction sequencing. The project is critical for reducing seismic risk to downstream communities, ensuring dependable water supply, and supporting reliable power generation.
