USCG Base Miami Beach Replace BLDG 4 Air Compressor

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the existing air compressor at Building 4 at Base Miami Beach with a new NXD55 model.

• Provide all labor and materials for the installation of a new NXD55 base-mounted air compressor (rated 460V / 3-phase / 60Hz, 324 CFM, 125 PSI) with an I-Command Touch Plus controller.

• Disconnect existing compressor from electrical supply, compressed air piping, and condensate drain piping.

• Drain and dispose of lubricating oil and condensate according to environmental regulations.

• Cap or seal open piping.

• Prepare the existing unit for removal and coordinate with Coast Guard personnel for lifting and removal.

• Inspect the existing housekeeping pad for suitability and position the new compressor on it.

• Install vibration isolation pads or anchoring hardware.

• Connect the new compressor discharge to existing compressed air piping with a flexible connection to prevent vibration transfer.

• Connect condensate drain piping to the existing drain system.

• Fill the unit with manufacturer-approved lubricating oil.

• Verify proper mounting stability and alignment.

• Perform functional performance testing under load conditions and demonstrate proper operation to the Government representative.

• Verify rated performance consistent with manufacturer specifications (324 CFM @ 125 PSI).

• Provide a written startup and commissioning report.

• The new compressor must meet manufacturer specifications of 324 CFM @ 125 PSI.

• All work must be approved by the Contracting Officer's Representative.

• Contractor must comply with submittal requirements.

• Work to be completed onboard Base Miami Beach.

• The warranty period is five years from project completion, with the limited warranty beginning no later than six months from shipment.

• A one-year warranty for labor is also included.

• Site Examination: Highly encouraged for bidders to inspect the workplace and verify work necessary. Arrange tours by calling MKC Scott Lane at (727) 688-3425 or Scott.W.Lane@uscg.mil at least 3 working days in advance.

• Continuity of Operations: Schedule work to minimize interference with facility operations (normal hours 6:30 am - 3:00 pm, Monday-Friday). Work outside these hours requires advance written approval.

• Notification: Notify the Coast Guard one week prior to start of work, including the start and projected completion date.

• Safety: Comply with OSHA Safety and Health Standards (29 CFR Part 1926). A written safety plan is required. Immediate notification of lost-time accidents is mandatory.

• Inspection: The Contracting Officer's Representative has the right to reject defective work.

• Operations & Storage: Contractor is responsible for protecting materials; Coast Guard will not accept shipments. Contractor is responsible for damage to existing structures.

• Contractor Identification: Personnel must wear company identification and carry personal identification.

• Existing Utilities: Field verify all utility locations before commencing work. Contractor is responsible for repairing any damaged utilities.

• Base Regulations: Adhere to all base regulations, including traffic limits, no firearms, and identification requirements. A list of contracted personnel with ID numbers is required.

• Prohibited Actions: Contractor shall not modify existing ductwork, electrical distribution equipment, redesign compressed air header systems, or provide rigging/crane services. The Coast Guard will secure and lock out electrical power, and provide lifting equipment for removal/placement of equipment.

• Submittals: Required submittals include manufacturer's installation instructions, operation and maintenance manuals, operating instructions, manufacturer installation checklist, startup report, warranty documentation, and confirmation of final operating settings. All submittals must be approved before procurement. Partial submittals are not accepted.

• Warranty: Submit three signed copies of Manufacturer's Product Warranty. Ensure warranty language is identical to the approved version.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for construction services to replace the air compressor at Building 4, United States Coast Guard Base Miami Beach. The requirement is for a fixed-price contract awarded using simplified acquisition procedures. This announcement constitutes the only solicitation, and no separate written solicitation will be issued. The procurement is a Small Business Set-Aside.

• Disconnect and prepare the existing air compressor for removal.
