This is a Combined Synopsis/Solicitation for commercial items for Refuse and Recycling Collection and Disposal Services at USCG Base Borinquen, Puerto Rico. A written solicitation will not be issued. This announcement constitutes the only solicitation. The solicitation is issued as a 100% HUBZone Small Business Set-Aside.

• The contractor will provide Refuse and Recycling Collection and Disposal Services.

• Services will be for a Base Period of 12 months and four (4) 12-month Option Periods.

• Services must be performed in a manner that ensures health and safety of federal employees and the public, and all federal buildings and property.

• Contract type: Firm Fixed Price (FFP).

• Period of Performance: 12-month base period, four 12-month option periods, and a potential 6-month extension.

• Estimated value: Not explicitly stated, but the small business size standard is $47m.

• Evaluation: Quotes will be evaluated using the criteria under FAR 52.212-2 (Technical Approach, Management Approach, Past Performance, Price) on a Lowest Price Technically Acceptable (LPTA) basis.

• Quote Submission: Must be submitted electronically via email. Facsimile and paper submissions are not accepted. Quotes must be free of viruses. Subject line must include solicitation number and company name. Zip files are not accepted.

• Quote Structure: Must consist of three volumes: Volume I (Technical Approach & Management Approach), Volume II (Past Performance), and Volume III (Price).

• Small business size standard: $47m.

• All responsible HUBZone small business sources may submit a quotation.

• Failure to complete solicitation documents and amendments as required may result in delay of award or determination that the offer is not responsive.

• All questions/concerns will be compiled and addressed in an "Amendment of Solicitation" posted on SAM.gov.

• Invoices must be submitted electronically via the Invoice Processing Platform (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure Refuse and Recycling Collection and Disposal Services for USCG Base Borinquen, Puerto Rico, ensuring a safe, clean, and healthy environment for personnel and property.

• Collection, removal, and disposal of refuse and recycling materials from various locations on USCG Base Borinquen.

• Services include regular refuse collection, bulk item collection, vegetative material collection, and wooden pallet collection.

• Provision of specific container sizes (95-gallon, 6-cy, 20-cy steel) and recycling centers.

• Contractor is responsible for furnishing certain containers (20-cy) and recycling centers; the government provides 95-gallon containers and 6-cy containers.

• Services must be performed in a manner that ensures health and safety.

• Compliance with all applicable Federal, Puerto Rico Commonwealth, and local laws and regulations, including environmental and hazardous waste regulations.

• Contractor must maintain a Contractor Quality Control Plan (QCP).

• Employees must obtain security passes and comply with all installation regulations.

• Hazardous materials found must be reported and handled according to regulations.

• No storage of refuse, recycling, or disposal areas are allowed on USCG property.

Option Periods 1-4 (May 1, 2027 - April 30, 2031):
