Solicitation / RFP / RFQ

This is a Combined Synopsis/Solicitation for Fitness Club Memberships and Swimming Pool Passes for USCG personnel in Juneau, Alaska. Base Ketchikan/Juneau supports Coast Guard operations within the 17th Coast Guard District.

• Provide 24-hour access Fitness Club Memberships for up to 252 active-duty Coast Guard members.

• Provide 70 monthly pool passes for the City and Borough of Juneau’s Swimming Pools.

• Facility must accommodate over 50 users simultaneously.

• Facility must be located in the immediate proximity of Juneau, AK.

• Staff must be present Monday-Friday, 6 a.m. to 8:00 p.m. Video cameras are required during unmanned hours.

• Childcare is not included.

• Required equipment and services at a consolidated monthly rate per member:

  • Cardio Equipment (including at least 5 rowing machines)
  • Free Weights
  • Fitness Classes
  • Circuit Training Machines
  • 24-hour availability with 12 hours of staff coverage Monday-Friday
  • Clean facility (locker rooms, showers, equipment)
  • Indoor court facilities (Basketball, volleyball, tennis, etc.)
  • Year-round access to City and Borough of Juneau’s Swimming Pools.

• Contractor shall provide a monthly member usage report in Excel format, including member name, CG Unit, total visits, and location.

• Contract Type: Firm Fixed Price Service Agreement.

• Period of Services: 06/01/2026 – 05/31/2027, or shortly thereafter, contingent on securing proper funding.

• Award will be made to the lowest priced technically acceptable/qualified contractor.

• Preparation of quotes is voluntary and submitted at no cost to the government.

• Award is contingent on the US Coast Guard securing proper funding.

• Invoicing will occur through the Invoice Processing Platform (IPP).

• All bills shall be submitted to the USCG Sector Southeast Alaska office for verification.

• Invoices and DD-250 shall be submitted electronically IAW FAR 52.212-4.

• Payment will be made electronically IAW FAR 52.232-33.

• NAICS code 713940 is standard for obtaining gym access.

• Anticipated award and any future contract are contingent on availability of funded & signed award.

• Only a warranted Contracting Officer can authorize changes in time or money.

• Applicable FAR, HSAR, and CGAP clauses will be included at time of award.
