Justification & Requirements
This sole source action is pursued under FAR 6.302-1, citing "only one responsible source." JPI has performed the contract for four years, possessing experienced personnel and deep understanding of USCG Force Design 2028 requirements, making their unique expertise critical for continuity.
Special Requirements include:
- Personnel: Qualified personnel for roles such as Project Manager, Senior Consultant, and Management Consultant, with specific educational and experience requirements. Key Personnel are designated.
- Security: Prime Contractor must hold a TOP SECRET Facility Clearance (FCL). Designated employees require SECRET or TOP SECRET Personnel Clearance (PCL) with SCI eligibility. TS//SCI access is required for work in the USCG SCIF.
- Deliverables: Include project plans, monthly progress reports, OPSEC plans, security training plans, and various analyses.
- Compliance: Adherence to Section 508 of the Rehabilitation Act.
