This is a Request for Quotation (RFQ) for scaffolding services to support the erection and dismantling of scaffolding for Tactical Air Navigation (TACAN) antenna repair onboard the CGC Kimball, located at Base Honolulu, HI. The purchase order will be a Firm-Fixed Price.

• Erection and dismantling of scaffolding.

• Support for TACAN antenna repair.

• Any heavy equipment or other means for installation/dismantling must be included in the response.

• Vendor must demonstrate conformance with timelines detailed in the Statement of Work (SOW).

• Contract Type: Firm-Fixed Price.

• Period of Performance: 30 January 2026 – 01 March 2026.

• Installation: Monday, 02 February 2026 (03 February 2026 as overflow).

• Demobilization: No later than Friday, 13 February 2026.

• Responses are due no later than 1:00 PM ET on 28 January 2026.

• Responses must be submitted electronically via email to the Contract Specialist (ann.m.leuters@uscg.mil) and the Contracting Officer (mark.a.rushing@uscg.mil).

• Unique Entity Identifier (UEI), Federal Tax Identification Number, and CAGE Code must be included.

• Quotes must include cost breakdown, unit price, extended price, payment terms, and discount offered for prompt payment.

• Award will be made based on best value, with price as the primary factor.

• Evaluation will first check for completeness/compliance, then conformance with timelines and deliverables, followed by technical acceptability and price reasonableness.

• A site visit is not offered or required.

• Service Contract Act applies; Wage Determination # 2015-5689 is included.

• Offerors must be actively registered in SAM at the time of offer submission and award.

• The USCG reserves the right to reject any quote with exceptions or deviations.

Statement of Work (SOW)

To provide scaffolding services for the replacement of the Tactical Air Navigation (TACAN) antenna on the CGC Kimball.

• Erect approximately 5'W x 10'L x 40'H scaffolding on the Main Mast of the CGC Kimball at 107ft above the waterline.

• The scaffolding must provide safe transit and aerial working platforms, allowing access to the base of the TACAN antenna at 147ft above the waterline.

• Vendor is responsible for all crane requirements for assembly and dismantling of the scaffolding.

• Scaffolding erection: February 02, 2026 (with February 03, 2026 as an overflow day).

• Scaffolding utilization: February 03, 2026 through February 12, 2026, or until maintenance is complete.

• Scaffolding demobilization: No later than February 13, 2026.

• Overall period of performance for the task order: January 30, 2026 – March 01, 2026.

• TACAN antenna is located at the uppermost extent of the Main Mast (~147ft above baseline).

• Site is centerline on the ship, with a reach from pier crane edge of ~60ft.

• Obstructions include main-mast structure and staging.

• A site visit is not offered or required.

• Adhere to OSHA construction industry regulations.

• Comply with Government escort rules and requirements.

• Vendor is responsible for lifting and removing scaffolding.

• The Government is NOT providing any tools or equipment for assembly/dismantling (e.g., cranes, manlifts, ladders, straps). These must be included in the vendor's response.

• Vendor personnel must be U.S. citizens and present REAL ID compliant identification for base access.

• Provide clear access to the pier.

• Provide a point of contact for work coordination and base access.

• Ensure personnel aloft restriction standards are in place.

• Task order will be issued as a Firm-Fixed Price order.

• Travel will not be reimbursed separately.
