Quick Summary
The United States Coast Guard (USCG) Surface Forces Logistics Center (SFLC) is soliciting proposals for Atlas Copco oil-free low-pressure air compressor systems and associated components. This requirement supports 418-foot National Security Cutter (WMSL) vital air systems and AN/SPQ-9B radar support equipment. This is a Total Small Business Set-Aside. Award will be made on a Lowest-Priced Technically Acceptable (LPTA) basis. Offers are due by May 19, 2026, 12:00 PM UTC.
Purpose
The objective is to procure specific Atlas Copco air compressor system components to replace existing oil-contaminated systems. This addresses the critical need for a dedicated low-pressure, oil-free compressed air source for WMSL Class Cutters, ensuring the operational integrity of AN/SPQ-9B radar and associated equipment.
Scope of Work
Offerors are required to provide original equipment manufacturer (OEM) Atlas Copco brand-name components. Aftermarket, refurbished, remanufactured, or "equivalent" items are not acceptable. The required supplies include, but are not limited to:

Evaluation Factors
Award will be made to the responsible offeror whose proposal represents the Lowest-Priced Technically Acceptable (LPTA) offer.
- Non-Price Factors (Acceptable/Unacceptable):
- Technical Acceptability: Evaluated based on demonstrated understanding of the supplies, ability to reliably source and deliver required Atlas Copco OEM items, and sufficient descriptive information (e.g., product descriptions, specifications, Atlas Copco part numbers, manufacturer documentation, evidence of 460 VAC pre-wiring).
- Past Performance: Assessed using CPARS, other Government records, and offeror-provided information on supplies of similar type and complexity. Absence of relevant past performance will not be evaluated favorably or unfavorably.
- Price: The lowest evaluated price among offers rated acceptable for all non-price factors will be selected.
- Subcontractors: Offerors must identify any subcontractors performing major or critical aspects (manufacturing, sourcing, assembly, fulfillment) and provide their name, address, UEI, and relevant experience/past performance.
Submission Requirements
Offers must be submitted electronically via email to the identified points of contact. Submissions must be firm-fixed-price, all-inclusive, and clearly identify the supplies offered while demonstrating compliance. The Government intends to award without discussions, so offerors should submit their best offer initially. All questions must be submitted via email.
