Statement of Work (SOW) / Performance Work Statement (PWS)

To replace two existing hydronic heaters and associated components in the mechanical room of the Cutter Support Building at USCG Sitka.

• Provide all labor, materials, and equipment for the replacement.

• Safely remove existing unit heaters and associated piping.

• Furnish and install two new, in-kind hydronic unit heaters (Modine Model V 59S01 or equivalent), meeting or exceeding performance specifications.

• Install new shut-off valves, unions, and fittings.

• Reconnect new heaters to existing hydronic piping and electrical systems.

• Refill the system, purge air, and perform a complete service and inspection of the boiler system (including pressure checks, control testing, burner cleaning, leak inspection, and ignition verification).

• Test new heaters to ensure full operation and performance.

• Remove all debris and leave the work site clean.

• Long lead time items to be purchased/ordered upon Notice to Proceed.

• Work to commence within 5 business days of material arrival.

• All work to be completed no later than 14 business days per boiler from the start of work.

• Contractor to utilize available electrical power and potable water, ensuring no system overload.

• Telephone services will not be available for contractor use.

• Materials to be delivered in original, unopened packages and stored according to manufacturer recommendations.

• Compliance with local VOC laws and regulations required; Material Safety Data Sheets must be available.

• Work to be performed during Kukui work hours (7:00 am - 3:00 pm, Monday-Friday), with prior written approval from the KO for any deviations.

• A site visit is scheduled for June 2026 (exact date/time to be posted on SAM.gov); proper ID is required for access.

• Contractor is liable for any damage to government property.

• Contractor is responsible for cleanup and disposal of all waste in accordance with Federal, State, and local regulations.

• Work will be inspected and accepted by the COR and/or KO.

• Contractor is wholly responsible for work site safety, implementing a safety program and complying with all safety laws.

• Contractor and personnel must obey Coast Guard and local Unit regulations and remain within the designated work area.

• No smoking in any Coast Guard Building.

• Contractor must provide proof of experience and qualifications.

• Upon completion, provide all manuals, instructions, and copies of test results for the installed equipment.

• Any additional materials, parts, or labor require prior written approval and quote submission to the Contracting Officer.

The award will be made to the lowest priced technically acceptable/qualified contractor, contingent on the US Coast Guard securing proper funding.

• The core requirement is detailed in the attached specifications for the UNITED STATES COAST GUARD, SITKA, ALASKA location.

• All shipping costs to the required shipping location in Sitka, AK, USA must be included in the total amount.

• Quotes/proposals must be FOB DESTINATION ONLY.

• Award is contingent on availability of funded and signed award.

• Preparation of quotes is voluntary and submitted at no cost to the government.

• Award will be to the lowest priced technically acceptable/qualified contractor.

• One (1) site walk will be held for all interested contractors. Date and time to be conveyed.

• Contractors must provide Real ID compliant documents (e.g., Real ID DL, Passport, Certificate of Naturalization, Birth Certificate) for installation access.

• Delivery Location: UNITED STATES COAST GUARD, 1480 SEWARD AVE, SITKA, AK 99835.

• Delivery shall not occur on Federal holidays unless prior approval is received.

• Invoices and completed Material Inspection and Receiving Report (DD-250) must be submitted electronically via the USCG Finance Center Website.

• The required Invoice Routing Code is SILC PCB-2. Failure to use the correct code may delay payment.

• Payments will be made electronically IAW FAR 52.232-33.

• Applicable FAR, HSAR, and CGAP clauses will be included at the time of award.
