Statement of Work (SOW) / Performance Work Statement (PWS)

To renovate THREE crew barracks bathrooms at USCG Station Brunswick, replacing finishes and fixtures to match those in two recently renovated bathrooms.

• Provide all labor, materials, and equipment for the renovation.

• Offer selections of modern, upper-mid-grade fixtures, finishes, colors, and materials for USCG approval.

• Replace vanities (including sinks and mirrors), floor and wall tile, toilets, and paint.

• Demolish and not replace wall-mounted soap dispensers, medicine cabinets, or paper-towel dispensers.

• Install low-flow, EPA WaterSense designated plumbing fixtures.

• Vanities/sinks to be durable, low maintenance, constructed from high-quality plywood or solid hardwoods, with durable solid surface countertops (quartz, Corian, etc.) and under-mounted or one-piece sinks.

• Showers to be replaced with high-quality, modern, three or four-piece solid-surface inserts, minimizing grout and caulk lines, and include a shower curtain rod. Demolition down to studs and replacement of drywall with waterproof cement-board is required.

• Toilets to feature skirted or concealed trapways for ease of cleaning and door clearance, with soft-close hinges.

• Floor and wall tile to present a modern appearance with minimal grout lines, maximizing durability and ease of maintenance. Floor tile to extend from toilet/shower area into vanity area.

• Coordinate with other contractors for transitions between new flooring and adjacent Luxurious Vinyl Plank (LVP) flooring.

• Paint to be satin, mildew-resistant, suitable for high moisture areas (e.g., Benjamin Moore Aura or equal).

• Include disposal of all project-generated debris.

• Include incidental work items necessary for project completion.

• Materials and finishes must match those of previously renovated bathrooms.

• Work must minimize displacement of Coast Guard personnel.

• Contractor must provide manufacturer's standard performance guarantees or warranties (12 months minimum) and a written warranty for all parts and labor for 12 months from project completion/acceptance.

• Period of Performance: 60 days from award of contract, including 15 days for submittal and selection/approval of materials, colors, and finishes.

• Place of Performance: USCG Station Brunswick, 2 Conservation Dr., Brunswick, GA 31520.

• Site visit is mandatory for bidders to field-verify existing conditions and determine scope.

• Contractor employees must be US citizens or legal residents, in good health, and adhere to government regulations and facility rules.

• On-site supervisor must be proficient in English.

• Contractor must provide a list of on-site workers for facility access.

• Contractor must provide selection samples with manufacturer's cut sheets, literature, and product specifications.

• Contractor must provide manufacturer's maintenance materials and guidelines.

• Contractor must provide signed hazardous waste profiles, test results, manifests, and shipping papers.

• Contractor must provide copies of manufacturer's and their own written warranty.

• Government will provide electricity and water at existing outlets.

• Contractor must furnish all other facilities, materials, equipment, labor, and services.

• Contractor employees must not smoke, vape, or use tobacco in Coast Guard buildings.

• Government may direct removal of contractor employees for misconduct or security reasons.

• Onsite Representative will review deliverables for acceptance.

• Enclosure (1) includes floor plans and reference photos of existing bathrooms.
