Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for the replacement of windows and, as an option, the removal and installation of shingles on the designated building at U.S. Coast Guard Station Little Creek in Virginia Beach, VA.

Base Item (Window Replacement):

• Remove and dispose of 33 existing windows, glass units, associated flashing, and interior wood trim.
• Prepare wood-framed openings for new window installation.
• Install new aluminum-clad wood windows with insulating glass units, matching the size and configuration of existing windows.
• Install new interior wood trim, prepped, primed, and painted.
• Ensure all windows are caulked and sealed, with membrane flashing at wood-framed rough openings.
• Identify and report any rotted sills or trim encountered for potential growth work.
• Clean the work area thoroughly upon completion.

Option Item (Roof Shingle Removal & Installation):

• Remove and dispose of existing shingles down to the roof deck.

• Remove all underlayment and flashing.

• Dispose of debris according to local codes and regulations.

• Witness inspection of roof support beams and wood sheathing for rot and damage.

• Complete repairs to deteriorated roof decking.

• Install synthetic underlayment across all roof surfaces.

• Install leak barrier underlayment at eaves, rakes, ridges, valleys, dormers, and around vents.

• Reflash dormer walls with new pre-finished metal base flashing and apron flashing.

• Replace all existing roof flashing and ensure proper sealing.

• Replace all roof shingles with architectural shingles matching the existing terracotta color (submit product data prior to procurement).

• Install new lifetime pipe collars and new low-profile vents.

• Remove all trash and debris from the project and dispose of it properly.

• Protect existing gutters and downspouts from damage.

• Work commencement is required within five (5) days after notice to proceed.

• Completion is required within 30 working days after contract award.

• Work may not proceed until the project schedule, safety plan, and material submittals are approved.

• Temporary Fire Protection: Compliance with NFPA 10 and NFPA 241. A Hot Work Permit may be required.

• Confined Entry: Compliance with OSHA 29 CFR 1910.146. A Confined Space Entry Plan is required.

• Environmental Protection: Compliance with federal environmental regulations (40 CFR series). Written notification and submittal of MSDS, permits, and notices of intent may be required.

• Cleanup & Restoration: Daily cleanup, site restoration, and post-construction cleanup are required.

• Base Access: All personnel require NCIC background checks and valid identification. Daily rosters must be submitted. Work in restricted areas requires escort.

• Utilities: Electricity and water are available on-site for contractor use, with limitations.

• Verbal Modifications: Not permitted; only written modifications from the Contracting Officer are valid.

• Progress Reports: Daily verbal progress reports are required.

• Spill Response: Compliance with 49 CFR 178 for chemical waste disposal.

Solicitation / RFP / RFQ

This solicitation is for the replacement of thirty-three (33) windows at the U.S. Coast Guard Station Little Creek. It also includes an option for the removal and installation of new shingles on a designated building. This procurement is 100% set-aside for Small Businesses under NAICS code 238150 (Glass and Glazing Contractors) with a size standard of $19.0 million. The Government anticipates awarding a Firm-Fixed Price contract.
