Request for Information (RFI)

This RFI is issued by the U.S. Coast Guard (USCG) to conduct market research for Base Operations Support Services (BOSS) for a newly established training center in Birmingham, Alabama. The USCG is seeking to identify capable parties to provide these services. This is not a solicitation, and no contract award is guaranteed.

The training center is located on the former Birmingham Southern Campus, encompassing 192 acres and 60 buildings.

The USCG is seeking support for facilities maintenance services, including:

• Heating, Ventilation, and Air Conditioning (HVAC) Systems
• Electrical Systems
• Fire Alarm/Suppression Systems Equipment
• Custodial Services
• Building Structures
• Grounds Maintenance
• Water Distribution Systems
• Sewer Systems
• Pest Control
• Refuse Management

The anticipated NAICS code is 561210 - Facilities Support Services, with a size standard of $47 million.

The USCG aims to gather information on potential sources for a BOSS contract, which will include routine, preventative, and corrective maintenance/repairs. Interested parties should provide:

• Organization details (name, address, website, POC)
• Socioeconomic status and Unique Entity Identifier
• Information on existing government-wide acquisition contracts (GWACs) or other strategically sourced contracts
• General information on Full-Time Equivalents (FTEs), labor hours, labor mix, and ROMs for annual costs
• General comments and feedback
• Relevant experience (within the last 5 years) providing BOSS for similar facilities, including at least two examples with contract details (number, agency, total value, description).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive facilities maintenance, landscaping, janitorial, refuse collection, and security services at the former Birmingham-Southern College campus, now designated as United States Coast Guard Training Center (TRACEN) Birmingham, AL. The goal is to ensure the continued safe and efficient operation of campus facilities supporting Coast Guard missions.

The contractor shall be responsible for operating, maintaining, repairing, improving, altering, and constructing real property facilities, improvements, and equipment. Key task areas include:

• Heating, Ventilation, and Air Conditioning (HVAC) Systems

• Electrical Systems

• Fire Alarm/Suppression Systems Equipment

• Custodial Services

• Building Structures (including carpentry, masonry, roofing, painting)

• Water Distribution and Fire Suppression Systems

• Sewer Systems (Sanitary & Stormwater)

• Pest Control

• Landscaping and Grounds Maintenance

• Refuse Collection and Disposal

• Campus Security (24/7 operation with specific staffing levels)

• Place: Former Birmingham-Southern College campus, Birmingham, AL.

• Period of Performance: 1 year from date of award, with a potential one-year option period.

• Safety: Contractor must implement a comprehensive safety program, including a full-time on-site safety manager and adherence to all federal, state, and local safety standards.

• Environmental Compliance: Adherence to all applicable environmental laws and regulations is mandatory.

• Historic Preservation: Work on historic structures must comply with the Secretary of the Interior's Standards.

• Hazardous Materials: Procedures for handling and controlling hazardous or toxic materials, including asbestos and PCBs, must be followed.

• Staffing: A minimum staffing level and specific labor mix are anticipated, including a full-time Project Manager with extensive experience.

• Security: All personnel require background checks, and access to the campus is strictly controlled.

• Reporting: Regular reports on activities, backlog, safety, and maintenance status are required.

• Coordination: Close coordination with the Facilities Engineer and other government representatives is essential for work scheduling, approvals, and issue resolution.

• Phase-in/Phase-out: Requirements for smooth transition periods are detailed.
