Request for Information (RFI)

This RFI is issued by the Department of Homeland Security (DHS) for the U.S. Coast Guard Academy (USCGA) to conduct market research for academic tutoring services. The USCGA is seeking to identify potential contractors and understand capabilities for providing in-person tutoring for college-level STEM courses to the Corps of Cadets. This RFI is for market research purposes only to determine acquisition strategy and potential socioeconomic set-asides for a future recompete acquisition.

• Anticipated NAICS Code: 611691 (Exam Prep and Tutoring)
• Draft SOW: Attached for reference.
• Response Deadline: 12:00 PM ET, Monday, February 16, 2026.
• Response Format: Capability statement limited to 10 pages, excluding proprietary information.

Interested parties must submit a capability statement addressing their ability to perform all functions in the draft SOW and include:

1. Company Name, Address, POC Information
2. Unique Entity ID and CAGE number
3. Socio-economic status(es)/business size status and applicable NAICS
4. Relevant experience (past 5 years) including:
   • Customer Name & POC Email
   • Total Contract Value
   • Period of Performance
   • Brief Description of Services
   • CPARS availability
5. Responses to technical questions regarding:
   • Prior college-level STEM tutoring experience
   • Tutor qualifications (advanced degrees preferred)
   • Ability to provide in-person tutoring at USCGA (New London, CT)
   • Capability to provide performance metrics and reporting
   • Years of experience in college-level STEM tutoring
6. Response to a multiple-choice question on supported subject areas (Mathematics, Science, Engineering, Computer Data Analytics).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide in-person tutoring services in STEM disciplines to U.S. Coast Guard Academy (USCGA) Cadets to improve academic performance in mathematics, science, and engineering, addressing learning loss observed post-COVID-19.

• Provide tutoring services for mathematics, chemistry, physics, data literacy/programming, and engineering.

• Services are required during USCGA fall, spring, and summer semesters.

• Tutors will assist cadets with course concepts, assignments, and exam preparation.

• Tutors must track student attendance, session duration, topics covered, and report this information weekly to faculty.

• Tutors must meet with faculty weekly to review course content and syllabus requirements.

• Tutors are required to report concerns about student improvement to USCGA instructors.

• Tutoring hours are Sunday through Thursday, 7:00 PM to 10:00 PM, and one day a week from 3:00 PM to 7:00 PM for faculty meetings/additional tutoring.

• Tutoring services are not required during collegiate breaks and federal holidays.

• Weekly reporting of student names, session times, duration, and topics covered to faculty.

• Weekly meetings with faculty to discuss course content.

• Informing USCGA instructors of student concerns.

• Period of Performance: Date of award with five (5) one-year ordering periods.

• Place of Performance: U.S. Coast Guard Academy, 33 Mohegan Avenue, New London, CT 06320.

• Contractor personnel must possess a bachelor’s, master’s, or doctoral degree in a related field and have at least one year of higher education teaching/tutoring experience.

• Tutors must be proficient in English.

• Contractor must provide a Project Manager as a single point of contact.

• Contractor employees must comply with government facility identification and conduct regulations.

• The contract is not a personal services contract; contractor personnel are supervised by the contractor.

• Government will provide workspace, equipment, and supplies; Contractor must furnish all other necessary resources.

• Post Award Conference required within five business days of award.
