Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this contract is to safely and efficiently transport commencement guests between designated parking areas and the U.S. Coast Guard Academy (USCGA) during commencement events on May 19-20, 2026, minimizing delays and ensuring passenger safety.

The contractor shall provide all personnel, supervision, dispatch capability, transportation vehicles, fuel, maintenance, insurance, scheduling coordination, and replacement vehicles necessary for guest transportation. This includes:

• Vehicle Requirements: Clean, fully operational buses with heating/AC, restrooms (where applicable), reclining seats, and lockable storage. All vehicles must meet Federal and State safety requirements and be operated by licensed drivers.

• Wheelchair Accessibility: All motor coaches must be ADA-compliant with operational wheelchair lifts and securement systems. Drivers must be trained in accessibility operations.

• Vehicle Quantities:

  • May 19, 2026: Three (3) motor coaches (min. 54 passengers each).
  • May 20, 2026: Twelve (12) motor coaches (min. 52 passengers each) and one (1) shuttle bus (min. 38 passengers).

• Staffing: Two (2) on-site dispatch/liaison personnel required on May 20, 2026.

• Dispatch & Communication: Maintain dispatch capability and designate a Project Manager.

• Breakdowns: Provide replacement transportation within two (2) hours of notification.

• Submissions: Driver rosters and vehicle information due five (5) business days prior to performance.

• Safety: Drivers must comply with DOT/FMCSA Hours-of-Service and report all accidents.

• Arrivals: Buses must arrive at least thirty (30) minutes prior to scheduled departure times.

• Period: May 19, 2026 – May 20, 2026

• Place: United States Coast Guard Academy, 31 Mohegan Ave Parkway, New London, CT 06320

• Compliance: Adhere to all Federal, State, and local laws, including DOT, FMCSA, and ADA regulations.

• Insurance: Minimum combined coverage of $5,000,000.

• Personnel: Provide qualified, licensed, trained, and certified personnel with professional conduct and appearance.

• Security: All personnel entering USCGA property must have valid government-issued ID and comply with security procedures.

• SAM.gov Registration: Active registration is required. Proof must be submitted with the bid.

Includes operational schedules, route maps, campus maps, parking instructions, traffic flow plans, staging instructions, emergency contacts, and designated points of contact.

Includes all personnel, vehicles, fuel, supervision, dispatch capability, communication devices, equipment, and materials.

This is a Combined Synopsis/Solicitation (RFQ) for commercial items, seeking quotes for charter bus services for U.S. Coast Guard Academy Commencement events. The government requires contractor-provided transportation to shuttle guests between designated satellite parking areas and the Academy due to limited parking availability.

• Service period of performance will be outlined in the SOW.

• Vehicles required: 54-passenger motor coach.

• Insurance is required.

• Quotes must meet all criteria in the Scope of Work (SOW).

• Award will be made at the Lowest Price Technically Acceptable (LPTA).

• Anticipated CLIN structure includes one ordering period.
