Scope of Work
The contractor will perform abatement of approximately 5-feet of 2.5-inch asbestos-containing pipe insulation located in the General Issue & Storeroom (4-18-2-A, Frame 20). Key tasks include:
- Establishing regulated areas, barriers, containment, and decontamination procedures with negative air pressure and HEPA filtration.
- Furnishing all necessary labor, tools, materials, PPE, and HEPA-filtered equipment.
- Collecting, packaging, transporting, and disposing of asbestos waste in accordance with all federal, state, and local regulations, including 40 CFR 61.150 and 29 CFR 1915.1001.
- Performing post-abatement cleaning and clearance testing to achieve an acceptance criterion of less than 0.01 fibers per cubic centimeter, followed by a visual inspection by USCG personnel.
- No bulk sampling for asbestos confirmation is required, as testing has already been completed. Replacement insulation, painting, or other restoration work is not included in this scope.

Requirements & Deliverables
Offerors must be registered in the Joint Certification Program (JCP) to access references. Proposals must include a site-specific asbestos hazard abatement plan, all required permits, notifications, licenses, worker/supervisor certifications, transporter qualifications, disposal facility documentation, and proof of asbestos abatement insurance. Contractors must provide written notice to USCG Technical Points of Contact (TPOCs) and the Contracting Officer (KO) at least 24 hours prior to commencing work, and daily notifications to the ship's Quarterdeck and Officer of the Day (OOD). Access to government facilities requires a REAL ID Act compliant government-issued ID. Deliverables include waste shipment records, disposal manifests, final clearance documentation, and a certificate of completion.
