Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for providing technical representative and shop overhaul services for the Main Diesel Engines (MDE) of the USCGC HEALY (WAGB 20) for Fiscal Year 2026.

• Provide a Defense Maritime Solutions, Inc. certified repair facility and technical representative.

• Oversee maintenance and overhaul services for the four Sulzer 12ZAV40S Main Diesel Engines (MDE).

• Specific tasks include inspections and potential renewals of components such as main bearings, big end bearings, camshaft bearings, crankshafts, fuel delivery valves, fuel injectors, and pre-lube pumps.

• The contractor is responsible for supplying all parts not provided as Government-Furnished Property (GFP).

• Work must be conducted in accordance with specified Coast Guard Technical Publications (TPs) and drawings.

• Contractor shall provide manufacturer's proprietary information, software, and tools.

• Ensure compliance with manufacturer's procedures and standards during all repair phases.

• Tech Rep must be present for all disassembly, inspection, reassembly, and testing.

• Submit Condition Found Reports (CFRs) for all inspections and recommended repairs, including proposed change language.

• Maintain a spreadsheet tracking all CFR deliverables.

• Submit a final, comprehensive report including inspection results, measurements, and assessments of component wear, with high-resolution photos.

• Submit a Test Plan for approval prior to any testing.

• Witness operational tests post-repairs.

• Period of Performance: On or around February 16, 2026, to May 25, 2026.

• Place of Performance: Vigor Marine Drydock, 5555 N Channel Ave, Portland, OR 97217.

• Normal work hours: Monday-Friday, 0700-1600. Work outside normal hours may be required.

• Contractor must provide a certified Mechanical Superintendent of Wartsila Inc. as the Technical Representative.

• Tech Rep resume must be submitted to the Port Engineer upon contract award.

• Contractor must comply with all applicable Federal, State, and local environmental laws and regulations.

• Contractor must provide all required personal safety equipment meeting OSHA standards and submit a current Safety Plan.

• Only certified OEM components (new or reconditioned) will be accepted for engine parts.

• Contractor shall supply all required gaskets.

This is a Notice of Intent (NOI) from the Department of Homeland Security (DHS), United States Coast Guard (USCG) Surface Forces Logistics Center (SFLC) to award a Sole Source Firm Fixed Price (FFP) contract. The procurement is for USCGC HEALY MDE Technical overhaul service. The government intends to award this contract to DEFENSE MARITIME SOLUTIONS.
