USCGC HEALY PORT & STARBOARD MIRANDA DAVIT REPAIR

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ 70Z08526Q024372) for commercial items/services for the inspection and repair of Port and Starboard Miranda Davits for the USCGC Healy. The United States Coast Guard Surface Force Logistics Center requires these services.

• Inspect, test, and conduct corrective maintenance for the Port and STBD Miranda Davits.

• Provide manufacturer's proprietary information, software, and tools pertinent to the equipment/system.

• Assist with proper repair methods, ensuring compliance with manufacturer's procedures and standards.

• Furnish and install suitable covering to protect non-affected surfaces/equipment.

• Provide all tools and materials, including testing equipment (dynamometer, water bags).

• Provide specific Contractor Furnished Equipment (parts) including brake linings, brake shoe linings, oil seals, winch O-rings, filter breathers, and return filters.

• Perform "Operate and Inspect," "Service and Inspect," "Groom and Lubricate," and "Inspect and lubricate Wire Ropes" tasks as per specified Coast Guard Technical Publications and Standard Specifications.

• Perform touch-up and minor coating repairs, including applying one full cosmetic coat of paint.

• Fabricate and install a label plate with test loads and test date information.

• Conduct hydraulic system integrity checks, including fluid analysis and component inspection.

• Inspect structural, mechanical, electrical, control, and safety systems.

• Perform final operational and/or weight testing.

• Contract awarded on a firm-fixed-price basis.

• Simplified acquisition procedures in accordance with FAR Part 13.5.

• Planned Period of Performance: April 30, 2026 – May 8, 2026.

• Location: Vigor Drydock, 5555 N Channel Ave, Portland, OR 97217.

• All responses must be received on or before 0800 Pacific Time, April 30th, 2026.

• Contractors must submit a resume and a list of applicable past performances before the solicitation period ends.

• Evaluation Criteria: Cost, technical expertise, and past performances relating to the Miranda Davit.

• This is a totally small business set aside.

• Contractors must be registered in the Joint Certification Program (JCP) through DLA and provide JCP number and expiration date if referencing listed publications.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for inspecting, testing, and conducting corrective maintenance on the Port and Starboard Miranda Davits aboard the CGC Healy.

• Inspect, test, and perform corrective maintenance on Port and STBD Miranda Davits.

• Provide manufacturer's proprietary information, software, and tools pertinent to the equipment.

• Assist with proper repair methods and ensure compliance with manufacturer's procedures.

• Furnish and install protective coverings for non-affected surfaces.

• Provide all necessary tools, materials, and testing equipment (e.g., dynamometer, water bags).

• Supply specified contractor-furnished parts, including brake linings, brake shoes, oil seals, O-rings, filter breathers, and return filters.

• Perform "Operate and Inspect" tasks per SFLC Std Spec 5000.

• Execute "Service and Inspect" tasks per SFLC Std Spec 5000 and CG Tech Pub 4668, including weekly, six-weekly, and annual maintenance.

• Groom and lubricate the entire system.

• Inspect and lubricate wire ropes, including removal, inspection for damage, diameter measurement, and reinstallation.

• Perform touch-up preservation and minor coating repairs on davits and foundations per SFLC Std Spec 6310, followed by a cosmetic paint coat.

• Fabricate and install a label plate with test loads and test date information.

• Conduct hydraulic system analysis (fluid sampling and component inspection).

• Inspect structural, mechanical, electrical, control, and safety systems, including hooks, fasteners, wear components, sensors, and indicators.

• Perform final operational and/or weight testing.

• Contractor must provide a certified Technical Representative from Palfinger Marine for critical phases of work.
