Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for the Contractor to renew deck covering systems on the USCGC HUDSON (WLIC 801) as part of the FY2026 Docksides Availability.

• The primary task is to renew deck covering systems in specified locations.

• Locations include Crew Head and Showers (approx. 210 sq ft) and Galley and Mess Deck (approx. 390 sq ft), totaling 600 sq ft.

• The specified system is Cosmetic Polymeric Epoxy Resin, Type III (One-Step Epoxy System), as detailed in SFLC Std Spec 6341, Appendix A.

• The Contractor is responsible for furnishing and installing all protective coverings to seal off and protect non-affected vessel components and spaces.

• The Contractor must handle all interferences, including but not limited to tables, benches, cabinets, galley equipment, shower enclosures, and head fixtures and piping.

• The Contractor shall perform ultrasonic thickness measurements of deck plating (50 measurements) upon completion of surface preparation and prior to primer application, in accordance with SFLC Std Spec 0740, Appendix C.

• The installed deck covering system must be uniform and free of defects.

• Deck coverings with a sealer coat must have a continuous surface, free of blotchy areas, pooling, ridge marks, or runs.

• Air bubbles in the seal coat are acceptable only if they do not penetrate other layers.

• The work is associated with the FY2026 Docksides Availability for the USCGC HUDSON.

• Specific locations are within the vessel.

• References include Coast Guard Drawings (160-WLIC 103-002, 160-WLIC 1106-01, 160-WLIC 1900-01) and Coast Guard Publications (SFLC Std Spec 0000, 0740, 6341).

• The Contractor must submit a deck covering color chart for selection.

• The Contractor must submit a CIR for inspections as listed.

• Protective measures must be removed, and all affected areas returned to their original condition of cleanliness.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for services to renew deck covering systems on the USCGC Hudson. The procurement is a Small Business Set-Aside. No separate written solicitation will be issued.

• Renewal of deck covering system(s).

• Detailed price breakdown required for materials, equipment, and labor.

• Contractors must comply with all base regulations, including traffic, cleanliness, and security protocols.

• Personnel must be U.S. citizens or permanent residents.

• A list of personnel with valid government-issued ID numbers is required prior to the notice-to-proceed date.

• All vehicles, equipment, and gear on Coast Guard property are subject to search.

• Contract Type: Fixed Price

• Award Process: Simplified acquisition procedures under FAR Parts 13 and 15.

• Performance Period: Expected to commence no later than 20 days after award. Work hours are Monday through Friday, 6:30 AM – 3:00 PM, excluding holidays.

• Award Criteria: The Government intends to award a contract to the responsible offeror whose proposal provides the best value, considering labor, materials, cost, equipment, and past performance.

• Vendors must be registered and active in SAM.gov prior to award.

• A site visit is strongly recommended and scheduled for Wednesday, July 8th, 2026, at 10:00 AM EST.
