Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for dockside repairs and maintenance for the USCGC HUDSON (WLIC 801) during FY2026. It details specific "Work Items" that contractors will be responsible for.

The document is divided into several "Work Items," each detailing specific tasks:

• Work Item 5: Main Diesel Engine, MDE, Exhaust Piping, Commercial Clean

  • Objective: Clean the Main Diesel Engine (MDE) exhaust piping system and associated stack uptakes.
  • Tasks: Disconnect exhaust piping, clean interior surfaces free of soot and tar, reassemble piping with new gaskets and fasteners, and perform inspections.
  • Requirements: Contractor must develop a work plan for waste disposal and cleaning, handle interferences, and use appropriate protective measures. Coast Guard personnel will operate machinery.

• Work Item 6: Ship Service Diesel Generator, SSDG, Exhaust Piping, Commercial Clean

  • Objective: Clean the exhaust piping system for the #1 and #2 Ship Service Diesel Generators (SSDG) and associated stack uptakes.
  • Tasks: Similar to Work Item 5, involving disconnection, cleaning, reassembly with new gaskets, and inspections.
  • Requirements: Contractor must develop a work plan, handle interferences, and use protective measures. Coast Guard personnel will operate machinery.

• Work Item 18: Ventilation Screens, Renew

  • Objective: Replace corroded and rusted ventilation screens for natural supply and return fans.
  • Tasks: Fabricate new vent screen assemblies and install them on vents.
  • Requirements: Contractor must adhere to specified drawings and standard specifications, handle interferences, and perform post-repair testing.

• Cleaning must result in surfaces free from soot, tar, and foreign matter.

• All work must be performed in accordance with referenced Coast Guard Drawings and Standard Specifications (SFLC Std Spec 0000, 6310, 0740, 8636).

• Contractors must submit a Certificate of Record (CFR) for initial and post-repair operational tests, and for inspections.

• Touch-up preservation must match existing adjacent surfaces.

• The document pertains to "Dockside Availability FY2026" for the USCGC HUDSON.

• Contractors must provide all necessary protective measures and staging/scaffolding.

• Safety netting is required to protect workers and machinery.

• A work plan for waste disposal and cleaning procedures must be submitted and approved.

• Coast Guard personnel will operate all shipboard machinery and equipment during these tasks.

• Contractors must handle all interferences as specified.

• Compliance with OSHA standards (29 CFR 1915) is required for scaffolding and safety.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for services to clean the Main Diesel Engine (MDE) exhaust piping system, including associated stack uptakes. This procurement is a Small Business Set-Aside. No separate written solicitation will be issued.

• Cleaning of the Main Diesel Engine (MDE) exhaust piping system and associated stack uptakes.

• Specific tasks are detailed in a separate Statement of Work (to be provided).

• Contract Type: Fixed Price

• Award Process: Simplified acquisition procedures under FAR Parts 13 and 15.

• Performance Period: Expected to commence no later than 20 days after award. Work hours are Monday through Friday, 6:30 AM – 3:00 PM, excluding holidays.

• Proposal Due Date: Wednesday, July 15th, 2026, by 3:00 PM EST.

• Award Criteria: The Government intends to award to the responsible offeror whose proposal provides the best value, considering labor, materials, cost, equipment, and past performance.

• Proposal Requirements: Submit a detailed price breakdown for materials and equipment, and labor.

• Anticipated Award Date: Monday, July 20th, 2026.

• Small Business Set-Aside.

• Only U.S. citizens or permanent residents are allowed on base.

• Contractors must comply with all base regulations, including traffic, cleanliness, and security protocols.

• Vendors must be registered and active in SAM.gov prior to award.

• NAICS Code 336611 (Ship Building and Repairing) must be included in SAM registration.

• Location of Work: USCGC Hudson, 100 MacArthur Causeway, Miami, FL 33139.

• A site visit is strongly recommended and scheduled for Wednesday, July 8th, 2026, at 10:00 AM EST.
