Submission Requirements
Offerors must submit a quote consisting of three parts:
- Price Quote: Utilize Attachment 1 (Pricing Sheet).
- Technical Capability: A written narrative (maximum 10 pages) detailing technical capabilities, risk strategies, environmental mitigation, quality assurance, and surge capacity. Also, a planning document (e.g., Gantt Chart) is required.
- Past Performance Information: Complete Attachment 3 (Past Performance Information Form).
Quotes must be submitted via email to Ou.T.Saephanh@uscg.mil and Sandra.a.Martinez@uscg.mil by 11 AM PST on March 13, 2026. The email subject line must state RFQ#70Z08526QIBCT0042. Additionally, offerors must complete blocks 12, 17a, and 30a, b, c of the SF1449, provide proof of E-verify enrollment and insurance, identify subcontractors performing 25% or more of the total price, and state their shipyard location.
Evaluation Criteria
