USCGC Kimball AC Overhaul

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the general requirements for conducting vessel repairs on the USCG Cutter Kimball in Honolulu, HI, specifically focusing on the renewal and overhaul of the Air Conditioning (AC) Plant's #1B refrigerant circuit, which has been exposed to seawater.

• Renew the AC condenser and compressor for the #1B circuit.

• Flush the refrigerant side of the #1B circuit.

• Renew or overhaul various components on the refrigerant side of the #1B circuit.

• Restore the #1B AC plant back to service.

• Work location: Air Conditioning Equipment Room, Compartment 3-22-0-Q.

• Contractor-Provided Fire Watch Personnel: Required for the duration of the work.

• Welding and Allied Processes: Must comply with SFLC Std Spec 0740.

• Fire Prevention Plan: Submission required in accordance with SFLC Standard Spec 5550.

• AC Tech Rep: A qualified representative familiar with the York 130-Ton capacity, HFC-134A AC plants must be provided to advise, assist, and ensure compliance with manufacturer procedures.

• Protective Measures: Must be installed in accordance with SFLC Std Spec 0000, including environmental and refrigerant protection.

• Interferences: Contractor must handle interferences such as plant piping, refrigerant, lagging, and work benches.

• Refrigerant Handling: Requires EPA Technician Certification (Type IV) and adherence to all Federal, state, and local regulations for draining, recovery, and disposal.

• Repair Plan: A written plan must be submitted to the Port Engineer at least 24 hours before work begins.

• Rigging: Contractor is responsible for rigging, including pull testing of existing or newly fabricated padeyes.

• Vital Loop Maintenance: Contractor must keep two total AC compressors from other AC plants operating at all times.

• Operational Tests: Initial and post-repair operational tests are required, with documentation provided to the Port Engineer.

• Refrigerant Evacuation: Must be performed in accordance with TP S9514-F1-MMA-010.

• Condenser Renewal: Involves renewing gaskets, seals, and conducting pressure tests.

• A/C Plant Flush: Required for the #1B circuit to remove contamination. Plan requires Port Engineer approval.

• Borescope Inspection: Required for the #1B refrigeration circuits after flushing.

• Component Renewal/Overhaul: Specific components listed in Table 2 require renewal or overhaul.

• Post-work Leak Test: Required for #1A and #1B AC circuits.

• Restoration: Circuit #1A and #1B must be restored to original configuration, including renewal of refrigerant, oil, and filter cores.

• Touch-up Preservation: New and disturbed surfaces must be coated to match existing surfaces.

• Period of Performance: February 16, 2026, to March 6, 2026.

• Location: Coast Guard Base Honolulu, 400 Sand Island Pkwy, Honolulu, HI 96819.

• Base Access: All personnel entering Base Honolulu must be enrolled in RAPID Gate.

• Government-Furnished Property (GFP): Specific AC components are provided by the government.

• Personnel Qualification: Specific certifications are required for personnel working with AC&R equipment.

• Safety: Compliance with applicable Warning, Caution, and Attention notes is mandatory.
