Statement of Work (SOW) / Performance Work Statement (PWS)

The primary objective is to restore full, unrestricted operation to the deck and crane HPU (Hydraulic Power Unit) soft start systems aboard the USCGC SEQUOIA, which have failed and rendered associated equipment inoperable, thereby impeding the Coast Guard's mission.

The scope includes providing all necessary labor, equipment, and materials to:

• Remove and dispose of failed HPU Soft Start Panels and associated wiring in accordance with all federal, state, and local laws.

• Install new HPU Soft Start Panels (YMD 14076), including the associated retrofit kit (YMD-14077) and wiring (TMD-14078).

• Program the new soft start assemblies with updated software compatible with the new hardware.

• Perform operational tests under the supervision of a certified contractor on the new systems and associated deck equipment and cranes.

• Pre-removal inspection: Ships Force will conduct a test in the contractor's presence, with the contractor submitting a report of findings.

• Post-replacement operational test: Ships Force will conduct a test in the contractor's presence.

• Completion Report: A brief written report summarizing work performed, noting unusual findings, and any updated drawings or technical publications.

• Period: June 22, 2026, to July 6, 2026.

• Place: Aboard the USCGC SEQUOIA, moored at 2700 Omar St. Port Huron, MI 48060.

• Time: Normally during business hours (0800-1600) Monday-Friday, with deviations requiring agreement.

• Safety Compliance: Adherence to all applicable federal, state, and local safety regulations, including OSHA standards.

• Coordination: Operations must be coordinated with the ship's designated Point of Contact.

• Shipboard Procedures: Strict adherence to vessel-specific procedures, including Lock-Out/Tag-Out.

• Government Furnished Items: Access to the vessel, pier-side utilities (electricity, fresh water), and a designated point of contact will be provided by the Government.
