• Contract Vehicles: Decisions on using specific contract vehicles (e.g., GSA HACS 8(a), 8(a) STARS III, OASIS+, MAS) are based on market research, considering scope, performance period, terms, technical capability, and expected competition. USCIS plans to continue utilizing the 8(a) program.
• Industry Engagement: USCIS welcomes questions during quarterly engagements. For specific procurements, market research methods vary, and RFIs may precede APFS records. Engagement via Small Business Specialist or Industry Liaison is welcome but not guaranteed to be considered in acquisition planning.
• Financial Systems Modernization (APFS: F2026072674): This requirement is still considered a recompete, and the procurement strategy (including NAICS code and vehicle) is pending. Monitor APFS for updates.
• Contact Center Tier 1 Support Services (CCT1) (APFS #2024068175): A draft solicitation is planned for release approximately 2-3 weeks before the final solicitation. RFI responses have been evaluated, and evaluation criteria are being developed. The draft solicitation will include PWS, evaluation criteria, and proposal evaluation methods.
• Cyber Security Support Services (C3S) - Architecture II (APFS: F2025070335): USCIS's Zero Trust and Secure Cloud architecture strategy is based on TIC 3.0, ZScaler, AWS, and Prisma Cloud.
