Scope of Work

- Developing and maintaining a Windows-compatible global macroeconomic model.
- Providing monthly reports with consistent U.S. and international macroeconomic forecasts, including updated historical data. Forecasts must cover at least 5 years ahead, with 10-year horizons provided quarterly.
- The model must be usable for complex policy analysis and reflect global market interdependencies.
- Monthly reports containing forecasts and analysis for 81 economies and six trading blocs.
- Offering technical support, documentation, and training.
- Providing sitewide access or defining user access for ERS/MTED data sets.
Contract Details
- Contract Type: Firm-Fixed-Price Requirements Contract (RFQ).
- Duration: One (1) one-year base period and four (4) one-year option periods, not exceeding five (5) years total.
- Set-Aside: Unrestricted. All responsible sources may submit a quotation.
- NAICS Code: 541690 (Management Consulting Services), with a small business size standard of $19 Million.
- Period of Performance (Base Year): July 1, 2026, through June 30, 2027.

Special Requirements
- The contractor must have at least a 10-year track record.
- The model must be Keynesian in the short-run and Monetarist in the long-run.
- The model must cover 81 economies (11 Americas, 22 Europe, 15 Asia, 22 Middle East/Africa) plus the Eurozone.
- Contractor personnel may require a suitability determination through USDA/ERS and must complete mandatory training.
- No travel is expected.
Submission & Evaluation
- Offerors must submit pricing for all individual line items.
- Quotes will be evaluated for fairness and reasonableness (FAR 12.204).
- Technical approach will be evaluated based on soundness and compliance with the Statement of Work (SOW).
- Past performance will be rated (Acceptable, Neutral, Unacceptable).
- Award will be made to the offeror with the highest technically rated proposal, provided the price is fair and reasonable and past performance is acceptable or neutral.
- Offerors agree to hold prices firm for 90 calendar days.
