Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items for Mowing and weed eating services at the Clinch Ranger District work center and two government houses in Wise, VA. The work center covers approximately 2 acres, and the two houses cover approximately 1.8 acres.

• Mowing and weed eating services are required once per week for the work center from April through mid-November.

• Mowing and weed eating services are required once every two weeks for the government houses.

• Clippings and debris must be raked, picked-up, and/or swept-up and removed to ensure a well-groomed appearance.

• Work will be inspected by the Contracting Officer's Representative (COR) each time service is performed.

• Mowing will not take place when the grass is wet and will not begin before 8 a.m.

• Anticipated Award Type: Firm Fixed Price Purchase Order.

• Period of Performance: All tasks to be completed between 05/18/2026 to 11/12/2031 (includes base year and four option years).

• Invoices to be uploaded in IAS each year during the periods of:

  • Base: 05/18/2026 to 05/17/2027
  • OY1: 05/18/2027 to 05/17/2028
  • OY2: 05/18/2028 to 05/17/2029
  • OY3: 05/18/2029 to 05/17/2030
  • OY4: 05/18/2030 to 05/17/2031

• Technical Acceptability will be rated as "acceptable" or "unacceptable" based on the offeror's ability to provide a sound and compliant approach.

• Past Performance will also be evaluated.

• Offerors must hold prices firm for 90 calendar days from the date specified for receipt of offers.

• This acquisition is set aside for small business concerns.

• The North American Industry Classification Standard (NAICS) Code is 561730.

• The small business size standard is $22.

• This is a Total Small Business Set-Aside.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for mowing and trimming services for the Clinch Ranger District work center and associated government housing.

• Provide all labor, tools, equipment, fuel, supervision, transportation, materials, and supplies for mowing and trimming.

• Services include mowing and trimming grass, weeds, trees, and brush sprouts, as well as leaf collection.

• Mowing and trimming are required for the Clinch Ranger District work center (approx. 2 acres) and two government houses (approx. 1.8 acres).

• Mowing and weed eating for the work center: once per week from April through mid-November.

• Mowing and weed eating for government houses: once every two weeks from April through mid-November.

• Clippings and debris must be raked, picked-up, and/or swept-up and removed to ensure a well-groomed appearance.

• Mowing will not take place when the ground is wet and will not begin before 8 a.m.

• Trimming is required around all signs, fence posts, trees, shrubs, landscaping, buildings, and other objects protruding from the ground.

• Ditch lines are to be mowed through the bottom.

• Cut grass, trash, litter, limbs, rocks, and debris must be removed from roads, sidewalks, paths, and parking areas and taken off-site.

• Leaf collection and removal shall be performed at the beginning and end of the contract period.

• Period: April through mid-November each year.

• Work Center Location: 9416 Coeburn Mountain Road, Wise, VA 24293.

• Government Houses Location: 626 and 639 Orchard Lane, Wise, VA, 24293.

• Mowing: Vegetation cut to a height of not more than three inches.

• Trimming: Vegetation cut to a height of not more than three inches.

• Performance Threshold: Mowing and trimming grass, weeds, and tree/brush sprouts must be performed satisfactorily 95% of the time.

• Surveillance: The Contracting Officer's Representative (COR) will monitor performance through inspections and by receiving complaints.

• Recurring defects are not permitted. If complaints or negative inspection results occur, the contractor must correct the defect within 24 hours of verbal notification.

• Mowing and trimming activities may be affected by working in and around people and vehicles.

• Contractor is responsible for any damage caused by personnel or equipment to existing structures, vehicles, or property; repairs/replacements are at the contractor's expense.

• Equipment must be of the appropriate size and condition, with safety chains, guards, and spark arrestors.

• Contractor personnel shall be courteous to visitors and seen as representatives of the Forest Service.

• All refuse must be disposed of in State-approved landfills.

• Invoices must be submitted monthly through the Department of Treasury's Invoice Processing Platform (IPP).
