Scope of Work
The requirement is for winter pasture and boarding services for 40-50 government-owned horses and mules. This includes providing a safe environment, continuous open water, daily grazing or hay feeding, daily salt availability, and supplemental feeding of oats, barley, or a dry 3-way mix for 1-5 head as determined by the Forest Service. Pasture facilities must be within 200 road miles of the Flathead National Forest office in Kalispell, MT, and include appropriate fencing (3-strand or better) and loading/unloading facilities capable of accommodating a 24-foot stock trailer and standard bed stock trucks.
Contract Details
This is a Request for Quote (RFQ) for commercial items, anticipated as a single Firm Fixed-Price contract. The award will consist of one (1) one-year base period (November 1, 2026 – October 31, 2027) and four (4) one-year option periods, for a total potential duration not exceeding five years and six months. Mandatory boarding is required from December through April annually, with potential for November and May based on weather and feed availability. The acquisition is a Total Small Business Set-Aside under NAICS 115210 with a size standard of $11M.
Key Requirements
- CLINs: Boarding for an estimated 42 livestock for 186 days per year (Base + 4 Option Years), and supplemental feeding for up to 5 additional head.

Evaluation factors include Price (fair and reasonable), Technical Acceptability (sound and compliant approach), and Past Performance. The evaluation method is Lowest Priced Technically Acceptable (LPTA), where only the lowest priced quote will be evaluated for technical acceptability first.
