To provide grounds maintenance services at the USDA Forest Service, Harpers Ferry Job Corps Center, ensuring a clean, neat, and professional appearance of the grounds, including grass, trees, and shrubs.

• Mowing: Approximately 28 acres of general grounds weekly, 4 acres of government housing grounds weekly, and 6 acres of ball fields weekly. Grass in wooded/triangle areas (approx. 5 acres) to be cut at least seven times per year.

• Edging: Removal of grass and/or weeds from sidewalks and paved areas at least once weekly. EPA-approved weed killer may be used.

• Trimming: Trimming grass and weeds around obstacles such as buildings, fences, poles, and parking lot features, to match surrounding grass heights. Damage from trimming must be repaired.

• Pruning: Low-lying branches may be pruned up to six feet from the base of trees. Clippings to be gathered and disposed of at designated collection points.

• Grounds must be maintained to look well manicured at all times.

• Seasonal services (shrubs/hedges) must be pruned and trimmed properly and in a timely manner.

• No allowable deviation from performance standards.

• Periodic inspections will be conducted.

• Penalties and potential termination for non-compliance are outlined, including a 5% reduction in paid premium for the first month of non-compliance, 10% for the second, and 10% for the third, followed by a Cure Notice and possible termination for cause.
