Quick Summary
The USDA Forest Service is issuing a BPA Call Order for Reforestation Stocking Surveys within the Lolo National Forest, Missoula and Powell Counties, Montana. This opportunity is a Total Small Business Set-Aside and requires contractors to hold an existing Land Management Integrated Resources (LMIR) Blanket Purchase Agreement (BPA) that includes Stocking Surveys. An amendment (0001) has corrected the estimated quantity for line item 2a from 414 to 207 plots; contractors must sign and return the SF-30 with their quote to acknowledge this change. Quotes are due by March 18, 2026.
Scope of Work
The contractor will perform Fixed Plot Stocking Surveys in accordance with Region 1 standards to monitor reforestation activities in planted and natural regeneration areas. Work will primarily occur in burned-over, logged, and/or planted stands on the Missoula and Seeley Lake Ranger Districts. This includes locating and marking plots, tallying acceptable trees by species and height, assessing plot stocking class, and recording detailed plot data using specified forms (e.g., Reforestation Quick Plot Survey Form, Stocking Survey Cover Sheet).
Eligibility & Response
Only contractors with an existing LMIR BPA that includes Stocking Surveys are eligible to respond. Firms interested in joining the LMIR BPA can contact SM.FS.lmirbpa@usda.gov. Questions regarding this call order must be submitted to joanne.meiers@usda.gov by March 11, 2026. Bidders must acknowledge Amendment 0001 by signing and returning the SF-30 with their quote.
Key Requirements
Contractors must provide all labor, equipment, supervision, transportation, and supplies. Performance standards require adherence to Region 1 standards and Forest Service Handbook, Rl Supplement 2409.17-2002-1. A Contractor Quality Control Plan (QCP), Work Plan, and Safety Plan are mandatory. The government will use a detailed scoring system (Exhibit 7) to assess work acceptability, including tolerances and point deductions for errors. Wage Determinations for Missoula and Granite/Powell Counties apply.
