Quick Summary

The USDA Forest Service is issuing a BPA Call Order for Tree Planting Services under an existing Land Management Integrated Resources (LMIR) Blanket Purchase Agreement (BPA). This opportunity, titled "Pike Zone Tree Planting Land Management Integrated Resources (LMIR)BPA Call," is for the South Platte FY26 Spring Planting project in the Pike National Forest, Colorado. It is a Total Small Business Set-Aside. Responses are due by March 25, 2026.

Project Scope

This call order requires furnishing all materials, equipment, labor, supplies, and incidentals to plant approximately 509 acres with container stock in the South Platte Ranger District, Pike National Forest, within the Hayman burn area. The project involves planting approximately 67,000 seedlings (85% Ponderosa Pine, 15% Douglas Fir) at a density of 134 trees per acre, maintaining 8’x8’ to 18’x18’ spacing. All trees must be planted in shaded microsites using natural materials. Specific planting units include Wigwam 284 and Wigwam 225. The primary planting method is "Hoedad."

Contract Details

This is a BPA Call Order against an existing LMIR BPA. Contractors must possess an active LMIR BPA that includes Tree Planting Services within Jefferson County, Colorado, Platte Ranger District. The period of performance is from the Date of Award through April 28, 2026. The place of performance is the South Platte Ranger District, Pike National Forest, Conifer, CO. Key personnel required include a Contractor's Representative, Foreman, and Plot Inspector. The contractor is responsible for providing planting tools, transportation, and a safety plan. The government will provide project maps, road access, and planting stock.

Evaluation & Quality Assurance

Award will be made to the lowest priced quote with an acceptable technical capability statement. The technical statement should detail timeframe, personnel, deliverables, and experience. A Quality Assurance Surveillance Plan (QASP) is in place, requiring planting quality to meet or exceed 90% for full payment, with deductions for quality between 80% and 90%. Quality below 80% is unacceptable and may lead to liquidated damages or termination. Surveillance methods include plot inspections (0.5% of planted area). The Service Contract Act (SCA) Wage Determination for relevant Colorado counties applies, outlining minimum wage rates and fringe benefits.
