Scope of Work
The USDA requires office space for its Service Center, potentially accommodating non-USDA partners. The space must be contiguous, on one floor (first floor preferred), and accessible 24/7. Key requirements include:
- Space: 3,836-4,028 ABOA SF (not to exceed 4,412 RSF).
- Term: 15 years (10 firm), with 120-day termination rights after the firm term.
- Parking: A total of 35 reserved and non-reserved surface parking spaces are required, including 5 for GOVs, 15 for producers/visitors (one large enough for farm vehicles), and 15 for employees. Reserved parking must be within 300 feet of the entrance, and employee parking within 1/4 walkable mile. Parking lots must have pull-through capabilities and not be obstructed.
- Tenant Improvements: Turnkey tenant improvements are required.
- Location Restrictions: Must be within the delineated area (see DA Map document), in a professional office environment, not within 300 feet of residential areas, and no living quarters within the building. Prohibited adjacencies include businesses primarily selling alcohol, firearms, or drug treatment/detention facilities. Subleases are not acceptable.
- Compliance: Offered space must meet Government requirements for fire safety, accessibility (ABAAS), seismic, sustainability, and not be in the 0.2-percent-annual chance floodplain. A fully serviced lease is required.
Submission Requirements
Expressions of Interest must include:

- Authorization letter from the owner if the offeror is not the owner.
- Photos of the space or site.
- For existing buildings: Completed Lease Market Survey Form MS-299, including building name, legal address, location of space, site/lot plans, interior layout drawings, condition of systems, and floor plan.
- For new construction/land sites: Completed Land Market Survey form, site/aerial plans, parcel numbers, and proposed ingress/egress.
- For both: Rentable and ABOA square feet, space availability date, parking details, and confirmation of compliance with ABAAS, Seismic Safety, Fire Protection & Life Safety, and NEPA (for new construction/expansion).
